국문 초록

이 논문은 2021년 실시되었던 진주시 명석면 관지리 72번지 유해매장지 발굴의 의미와 향후 정책수립 방향 등에 대해 기술하고 있다. 이 논문에서는 유해 발굴의 과정과 결과를 설명하고 있고, 또한 발굴의 사회적 의미를 분석하기 위한 여러 요소를 기술하고 있다. 진주시 명석면 관지리 유해 발굴은 2021년 5월 5일부터 14일까지 진행되었고, 유해에 대한 정밀감식을 통해 19개체의 유해를 발굴하였다. 이 지역에서 희생된 사람들은 1950년 국민보도연맹원 혹은 부산형무소 재소자였으며, 진주로 침공해 오는 북한군을 이롭게 할 수 있다는 이유로 처형되었다. 명석면 관지리 유해 발굴은 부산경남지역에서 실시된 최초의 지방자치단체 주관 유해 발굴이었으며, 이 논문에서는 이 과정의 추진배경과 의의를 분석하고 있다. 논문의 전체적 구성은 2장에서는 경남 진주시에서 발생했던 한국전쟁기 민간인학살의 대략적 개요를 설명하면서, 발굴된 유해의 당사자들이 어떤 역사적 경위로 희생되었는가를 고찰하고 있다. 3장에서는 역사적으로 부산경남지역에서 어떠한 종류의 유해 발굴이 실행되었는가를 4.19혁명이후부터 현대까지 정리하였다. 특히 초기 유해발굴의 성격이 피학살자 가족들의 연고자 시신을 찾기 위한 ‘장의체계’에 집중되어 있었다면, 2000년 이후 유해발굴의 특징은 시민사회 및 학계가 주최가 된 보다 시민사회적 성격이 짙어짐에 대해 기술하고 있다. 4장에서는 2021년 명석면 관지리 유해 발굴의 구체적 과정과 결과에 대해 서술하면서, 지방자치단체를 중심으로 한 유해 발굴의 의의에 대해 고찰하고 있다. 그리고 5장에서는 관지리 유해 발굴의 의의와 더불어 향후 연구과제에서 다루어야 할 위령화해 사업의 여러 문제점을 기술하였다. 특히 관지리 발굴 이후 유해의 처리 문제는 한국전쟁기 민간인학살 문제의 위령화해 사업이 중앙집중 혹은 지방 분산적 방식 중 어떤 방향으로 운영되어야 하는지에 대한 논의를 이끌어내기 위한 중요한 사례연구가 되기에 이 논문에서 중요성을 피력하고 있다.

영문 초록

This paper describes the process of excavating the remains of 72 Gwanji-ri, Myeongseok-myeon, Jinju-city in 2021, and various factors for analyzing the social meaning of excavation. The excavation of the remains of Gwanji-ri, Myeongseok-myeon, Jinju-city was carried out from May 5 to 14, 2021, and the remains of 19 individuals were excavated. The victims in this area were members of the National Guidance Alliance(국민보도연맹) or prisoner of the Busan Prison in 1950, and were executed on the grounds that they could benefit the North Korean forces invading Jinju city. The exhumation of Gwanji-ri, Myeongseok-myeon was the first exhumation organized by a local government in Busan-Gyeongnam, and this thesis analyzes the significance of this process. As the overall composition of the thesis, in Chapter 2, examines a rough outline of the civilian massacre during the Korean War that occurred in Jinju, Gyeongnam, and the historical circumstances in which the parties to the excavated remains were sacrificed. Chapter 3 summarizes what kinds of remains were excavated historically in Busan and Gyeongsangnam-do from the 4.19 Revolution to the present day. Chapter 4 describes the specific process and results of the exhumation of Gwanji-ri, Myeongseok-myeon in 2021, and examines the significance of the exhumation centered on local governments. And finally, in Chapter 5, describes the significance of the exhumation of Gwanji-ri and various problems of the reconciliation project to be addressed in future research projects.
