국문 초록

본 연구의 목적은 동북아 해역을 사이에 두고 있는 한국, 중국, 일본 3국 사이의 지역 및 도시교류가 실제로 얼마나 제도화, 공식화되었는가를 살펴보는 것이다. 또한 제도권에서 동북아 해역 간 지역 및 도시교류가 얼마나 성과를 내고 있으며, 올바른 방향으로 나아가는가를 심층적으로 진단해보는 것이다. 본 연구의 배경과 질문은 다음과 같다. 동북아 한･중･일 도시교류와 지역협력은 진정한 상생을 위한 것인가, 아니면 불가피한 선택의 결과인가? 한･중･일 사이에서 도시교류와 지역협력은 제도적으로 어디까지 와있으며, 내실을 얼마나 다져왔는가? 이러한 질문에 답하기 위해 본 연구는 이론적으로 평가 기준을 교류의 다양성, 교류의 지속성, 정부의 의지와 투자 등의 세 가지로 설정하였다. 연구의 주요 결과는 다음과 같다. 첫째, 본 연구는 현존하는 유일한 제도적 기구인 ‘한･중･일 3국협력사무국’을 중심으로 정치･행정교류, 경제교류, 문화교류의 제도화 수준을 고찰하였다. 현재까지 성공적으로 운영된 제도적 기구로는 한･중･일 지방정부 교류회의, 한･중･일 공무원 협력 워크숍, 동아시아경제교류추진기구, 환황해 경제･기술교류회의, 동아시아 지방정부 3농 포럼, 동아시아문화도시 등으로 나타났다. 둘째, 양적 기준으로 제시된 교류도시의 다양성에서는 양자교류에서 삼각교류로 진화된 성과가 있었다. 한･중･일 지역간 다자협력 사례는 총 18개 네트워크였으며, 그 제도적 동기는 한･중･일자매･우호도시 체결과 동아시아문화도시 선정으로 나타났다. 셋째, 질적 기준으로 제시 된 교류활동의 지속성에서는 1990년대부터 현재까지 약 30개 이상의 사업들이 해당되었다. 마지막으로 환경적 기준으로 한･중･일 3국협력사무국에 대한 각 정부의 의지와 투자는 여러 근거를 통해 확인이 되었다. 결론적으로 본 연구는 앞으로 동북아에서 큰 국가 외교 보다는 작은 도시외교 및 지역협력이 효과적이며, 이에 대한 높은 수준의 제도화 방법과 실천방향을 제안하였다.

영문 초록

The purpose of this study was to analyze the level of institutionalization of regional cooperation and urban exchanges between Korea, China and Japan in Northeast Asia. The study also analyzed the performance of regional cooperation and urban exchanges on an institutional basis, and proposed future development directions. The background and questions of this study are as follows. Are urban exchanges or regional cooperation in Northeast Asia really for mutual benefit, or inevitable choices? What is the institutional level of urban exchanges and regional cooperation among Korea, China and Japan? The main results of this study are as follows. First, this study examined the level of institutionalization of exchanges and cooperation in political, administrative, economic and cultural sectors through the trilateral cooperation secretariat of Korea, China and Japan. According to the analysis, the institutional organizations include the Korea-China-Japan Local Government Exchange Conference, the Korea-China-Japan Government Officials Cooperation Workshop, the Organization for East Asian Economic Development, the Yellow Sea Rim Economy and Technology Conference, the Three Agricultural Forum of East Asian Local Governments. Second, there were achievements in the evolution of the system from bilateral to triangular exchange in the diversity of exchange cities. The cases of triangular exchange were 18 networks, and the causes were the selection of sister and friendship cities and East Asian cultural cities. Third, the continuity of exchange project s has been covered by about 30 projects from the 1990s to the present. In conclusion, this study found that urban diplomacy and regional exchanges were effective in Northeast Asia, and proposed a direction to increase institutionalization. There are many limitations and challenges in the future, but exchanges and cooperation between regions and cities in Korea-China-Japan relations will have a positive effect on the plan of the Northeast Asian community.
