국문 초록

본 연구는 국가기반시설의 물리보안 체계에 대한 통합형 평가지표를 개발하는 것에 대한 타당화 연구를 통해 국가기반시설 물리보안 평가체계를 구축하는데 주된 목적이 있다. 최근 4차 산업혁명의 빠른 진행과 코로나 19로 인해 디지털 전환(Digital transformation : DT & DX)의 환경을 맞이하고 있다. 이러한 상황에서 물리적 보안 사고가 증가하고 있다. 가장 큰 문제는 첫째, 물리보안 평가지표 관련 그룹별 통합 되어 있는 지표가 없다는 것과 둘째, 부족한 인력으로 국가기반시설 물리보안업무에 대한 점검을 하다 보니 데이터 정리가 어렵다는 것이고, 셋째, 법과 제도 관련 이원화되어 있고, 일원화된 컨트롤타워가 없다는 것이었다. 이에 따라 국가기반시설 통합형 평가지표 개발 타당화에 대한 연구에서는 질적 연구를 통하여 물리보안 및 테러, 다중이용시설에 대한 현재 활동 중인 전문가들과의 심층 면담을 시행하였다. 연구 결과로는 첫째, “국가기반시설에 대한 현재의 이중적 보안 평가시스템도 필요하지만 등급별, 시설 종류별로 구분하여 각기 다른 평가표를 점검하여 통일할 필요가 있다”고 인식 하고 있다. 하지만 우리나라의 남북이 대치되고 있는 특성상 다수의 기관에서 중복 점검할 필요는 있다고 유연성 있게 제시하였다. 둘째, “통합된 평가지표를 만든다면 IT 기반의 물리보안 평가소프트웨어 프로그램을 개발한다면 수치화되기 때문에 매우 실용적 일 것이다”라고 인식하고 있었다. 셋째, “일원화된 컨트롤타워가 필요하고, 4차 산업이 발전하면서 드론 등 신 안보위협이 증대되고 있는 상황에서 공간 보안이라는 개념까지 확대되면서 이제는 법과 제도를 보완할 필요가 있다”고 인식하고 있었다. 이러한 질문지와 면담결과를 바탕으로 통합형 평가지표 개발, 위험분석 평가프로그램 개발, 일원화 된 컨트롤타워, 법·제도 정비를 한다면 국가기반시설에 대한 실질적이고 효율적인 활용방안을 제공하고자 한다.

영문 초록

The main purpose of this study is to establish a national infrastructure physical security evaluation system through a validation study on the development of integrated evaluation indicators for the national infrastructure physical security system. Due to the rapid progress of the 4th Industrial Revolution and COVID-19, the environment of digital transformation (DT &DX) is being welcomed. In this situation, physical security incidents are increasing. The biggest problem was that there were no integrated indicators for each group related to physical security evaluation indicators, secondly, it was difficult to organize data due to insufficient manpower, and thirdly, there was no dualized legal and institutional control tower. Accordingly, in a study on the feasibility of the development of integrated national infrastructure evaluation indicators, in-depth interviews with experts currently active in physical security, terrorism, and multi-use facilities were conducted through qualitative research. As a result of the study, first, it is recognized that the current dual security evaluation system for national infrastructure is also necessary, but it is necessary to check and unify different evaluation tables by grade and facility type. However, due to the confrontation between the two Koreas in Korea, it was flexibly suggested that a number of institutions need to double check. Second, he recognized, If an integrated evaluation index is created, it will be very practical because it will be quantified if an IT-based physical security evaluation software program is developed. Third, he recognized, With the need for a unified control tower and the development of the fourth industry, new security threats such as drones are increasing, and the concept of spatial security needs to be supplemented now. Based on these questionnaires and interview results, if integrated evaluation indicators, risk analysis evaluation programs, unified control towers, and legal and institutional maintenance are developed, practical and efficient utilization plans for national infrastructure will be provided.
