국문 초록

본 연구는 변혁적 리더십을 독립변수, 보안정책 준수의지를 매개변수, 보안성과를 종속변수로 선정하여 각 변수 간의 구조적 관계를 규명함으로써 경호·보안담당 공무원의 보안성과를 고양하기 위한 방안을 마련하는데 그 목적이 있다. 이를 위해 2020년 01월 28일부터 02월 21일까지 부산·광주·대구고등법원 관내 법원보안관리대 소속 공무원, 서울·과천·세종·대전 정부청사 소속 방호관, 국회 의회경호·방호담당관실 소속 공무원의 협조를 받아 설문조사를 실시하였다. 수거된 398부의 자료 중 결측치 및 이상치가 포함된 46부의 설문지를 제외한 352부의 자료를 최종적으로 분석하였다. 수거한 자료는 SPSS 25.0, AMOS 25.0 통계프로그램을 사용하였으며, 빈도 및 기술통계분석, 신뢰도 및 탐색적 요인분석, 상관관계분석, 구조방정식 분석을 실시한 결과는 다음과 같다. 첫째, 변혁적 리더십은 보안정책 준수의지에 유의한 정(+)의 영향을 미쳤다. 둘째, 보안정책 준수의지는 보안성과에 유의한 정(+)의 영향을 미쳤다. 셋째, 변혁적 리더십은 보안성과에 유의한 정(+)의 영향을 미쳤다. 넷째, 변혁적 리더십은 보안정책 준수의지를 통하여 보안성과에 유의한 정(+)의 영향을 미쳐 부분매개 하였다. 이러한 연구결과를 바탕으로 경호·보안담당 공무원의 보안성과 고양하기 위해 사법·행정부 정부청사·입법부의 관리자는 변혁적 리더십을 발휘하여야 하며, 각 기관의 보안정책 입안자는 보안정책의 중요성에 대한 설명을 수시로 실시하여야 한다는 시사점을 제시하였다.

영문 초록

The aim of this research is to improve the security performance of public officials in charge of guard and security by selecting transformational leadership as an independent variable, the will to comply with security policy as a parameter, and security performance as a dependent variable to identify the structural relationship between each variable. For this, the survey was conducted from January 28 to February 21, 2020, on officials belonging to the Court Security Management Unit in Busan, Gwangju, Daegu High Court, protection officers belonging to the Seoul, Gwacheon, Sejong, Daejeon Government Complex, and the National Assembly Security and Defense Office. Of the 398 collected data, 352 copies of data were finally analyzed, excluding 46 questionnaires containing missing and outlier. The collected data were conducted using the SPSS 25.0 and AMOS 25.0 programs to analyze frequency and technical statistics, reliability analysis, exploratory factor analysis, correlation analysis, and structural equation analysis. The analysis results are as follows. First, transformational leadership had a significant positive (+) effect on the will to comply with security policies. Second, the will to comply with the security policy had a significant positive (+) effect on the security performance. Third, transformational leadership had a significant positive (+) effect on security performance. Fourth, transformational leadership partially mediated by having a significant positive (+) effect on security performance through the will to comply with security policies. Based on these research results, this research suggested to improve the security performance of public officials in charge of guard and security, managers of the administrative government buildings and legislative departments should exert transformational leadership, and security policy makers at each institution should explain the importance of security policies.
