국문 초록

본 논문은 한일강제병합 전후 한인의 러시아 국적 취득을 일본 신민화에 대한 방어행위로 규정했다. 먼저 한일강제병합 전 러시아 귀화 한인과 비귀화 한인이 여권 대여와 위조 등 러시아 공문서 시스템의 허점을 이용해 생존을 도모하는 모습을 통해, 갈등으로만 설명되지 않는 양자의 비공식적 협력관계를 밝혔다. 두 번째로 한일강제병합 후 러시아 국적 취득을 통해 신귀화자가 탄생했고 그 안에 망명귀화층이 형성되어 있었다는 점을 검토했다. 이들은 고국의 독립문제에 많은 관심을 보였다. 세 번째, 러·일 두 제국은 한인을 각자의 신민으로 포섭하고자 했으나 실패했다는 점을 검토했다. 일본은 여권수수료 할인을 통해 한인을 일본 신민으로 끌어들이려 했지만, 러시아의 국적 취득 장려정책에 그 효과가 상쇄되었다. 러시아는한인을 제도적으로 신민화하는 데는 성공했지만, 한인에게서 러시아 신민으로서 충분한 충성심을 얻지 못했다. 제1차 세계대전 발발 후 다수의 신귀화자가 러시아령에서 이탈한 사실은 당시 한인의 러시아 국적 취득과 한인의 러시아화가 낮은 상관관계에 있었다는 점을 보여준다. 러시아 국적제도 아래에 정치적 난민으로서 한인의 정체성이 복류하고 있던 것이다.

영문 초록

This study aimed to explore the historical meaning of the acquisition of Russian nationality for Koreans before and after the Japanese annexation of Korea. It was a defense against being Japanese subjects to acquire Russian nationality at that time. Initially, the naturalized and non-naturalized in Russia had a symbiotic relationship to some extent by making fake passports and lending them. Secondly, some Koreans became the new naturalized by acquiring Russian nationality after the Japanese annexation of Korea. The naturalized refugees, who had a strong interest in their homeland, were formed in the group of the new naturalized. Third, Russia and Japan tried to make Koreans their own subject but failed. Japan tried to attract Koreans to Japanese subjects by allowing a discount of passport fees, but the effect was offset by Russian policy to encourage Koreans to acquire Russian nationality. Although Russia succeeded in making Koreans Russian subjects institutionally, it could not gain loyalty from Koreans enough. The fact that a large number of the new naturalized left Russia after the outbreak of World War I shows that the acquisition of Russian nationality and the Russification could not have a high correlation at that time. Furthermore, it illustrates that the identity of Koreans as political refugees was flowing under the Russian nationality system.
