스웨덴 인구 담론 전환이 한국 저출산 정책에 주는 함의: 뮈르달 부부의 인구정책 구상을 중심으로

국문 초록

이 연구는 1930년대 인구 위기 상황에서 뮈르달 부부의 새로운 인구정책 구상을 정책화함으로써 인구 담론 전환을 이뤄낸 스웨덴의 경험을 분석하였다. 이를 통해 저출산 정책의 담론 전환을 시도 중인 한국 사회에 비교사회정책 관점에서의 경험적 근거를 제시하고, 정책적 함의를 도출하고자 했다. 뮈르달 부부는 인구문제를 아동, 가족의 삶의 문제, 가족 구성과 일･가족 양립의 문제로 규정했다. 인구문제 해법으로, 그들은 아동 가족 및 청년의 삶의 질과 안정성 보장, 성 평등 고용 및 양육지원, 성･재생산권 보장을 위한 총체적 사회경제정책 개혁, 교육개혁을 제안했다. 한국 정부는 4차 저출산 기본계획에서 인구 담론 전환을 선언했다. 하지만 실질적인 변화로 이어지기 위해서는 다음 사항을 고려해야 함을 제언하였다. 첫째, 저출산 대책에 처음 포함된 성･재생산권 보장정책이 적극적으로 추진되어야 한다. 둘째, 성평등한 노동권 보장정책은 인구문제 해법과 별개가 아니며, 핵심정책이 되어야 한다. 셋째, 아동 가족의 삶의 질을 높이기 위해, 정책 지원대상의 보편적 확대와 소득계층에 따른 차등 지원을 적절하게 결합할 필요가 있다. 넷째, 개인 단위 사회정책 지원, 법적 혼인 관계를 넘어선 가족 지원이 필요하다.

영문 초록

This study analyzed Sweden’s experience in achieving a shift in population discourse by policy-making Alva and Gunnar Myrdal s new population policy initiative in the face of the population crisis in the 1930s. Based on the results of the analysis, I tried to present an empirical basis from the perspective of comparative social policy to Korean society, which is attempting to change the discourse of the low fertility policy, and to derive policy implications. Alva and Gunnar Myrdal defined the population problem as a problem of the life of children and their families, and of family composition and work-family balance. As solutions for population crisis, they proposed comprehensive socioeconomic policy reform and education reform to ensure the quality and stability of life for families with children and youth, support for gender equal employment and rearing, and guarantee sexual and reproductive health and rights. The Korean government has declared a shift in population discourse in the 4th Basic Plan for Low Fertility. However, the following points must to be considered in order to lead the discourse shift to a substantial policy change and a change in reality. First, the policy of guaranteeing sexual and reproductive health and rights, which was first included in the measures for low fertility, should be actively promoted. Second, the policy of guaranteeing gender equal labour policy is not separate from the solution to the population problem and should be a core policy. Third, in order to improve the quality of life for families with children, it is necessary to appropriately combine the universal expansion of policy support targets and differential support accordingly to the income status. Fourth, support for individual social policies and support for families beyond legal marital relations is needed.
