민간부문 사회복지사가 경험하는 돌봄 서비스제공에 대한 질적연구

국문 초록

본 연구의 목적은 민간부문 사회복지사의 근무 환경이 노인 돌봄 서비스 질에 미치는 영향을 살펴보는 것이다. 급속한 산업의 발전은 여성의 노동시장 참여를 가져왔고, 여성들이 사회에 진출함에 따라 가정 내 돌봄이 부재하기 시작했다. 이에 국가는 돌봄 부재 현상을 해결하기 위해 공적 돌봄 기관을 설립하기 시작하였다. 그러나 여전히 우리 사회에서 돌봄 노동의 가치는 평가 절하 되고 있으며, 돌봄 현장에서 근무하는 돌봄 제공자의 노동 역시 인정받지 못하고 있다. 이에 본 연구는 돌봄의 정의와 돌봄의 특징의 이론적 틀을 기반으로 돌봄 제공자의 근무환경이 돌봄 서비스에 미치는 영향을 살펴보고자 한다. 본 연구는 글레이저와 스트라우스에 의해 개발된 근거 이론을 바탕으로 사회복지 기관에서 근무하는 사회복지사 15명을 인터뷰하였다. 연구결과 사회복지사들의 근무환경에 가장 많은 영향을 미치는 것은 한정된 정부 보조금인 것으로 나타났다. 사회복지 기관은 정부 지원금으로 운영되며, 부족한 운영비는 공모사업 참여 등으로 충당되고 있었다. 사업비 모금 업무는 사회복지사의 업무량 상당 부분을 차지하면서 돌봄 제공자의 근무환경을 열악하게 하는 가장 큰 인과적 요인으로 나타났다. 이 밖에도 돌봄 업무 외의 과도한 행정업무 및 부수적 업무가 한 기관에서 장기간 근무하지 못하게 하는 원인이 되고 있었으며 사회복지사들은 2~3년을 주기로 근무환경을 바꾸는 것으로 나타났다. 이는 결국 돌봄 제공자와 돌봄 수혜자 사이의 정서적 관계를 훼손하는 결과로 이어졌다. 이러한 연구결과를 바탕으로 본 연구에서는 정보보조금의 확대 필요성과 사회복지 기관의 업무 체계성 정비 및 특정 분야의 전문가 채용 등이 공적 돌봄 영역에서 좋은 돌봄 환경을 제공하는 필수적인 요소임을 밝히고자 한다.

영문 초록

The purpose of this study is to examine the impact of the working environment of private sector social workers on the quality of care services for the elderly. Rapid industrial development brought women’s participation in the labor market, and as women entered society, there began to be no domestic care. Thus, the state began to establish public care agencies to address the phenomenon of lack of care. However, the value of care work in our society is still being depreciated, and the work of care providers in care is also not recognised. In response, this study aims to examine the impact of care providers’ working environment on care services based on the theoretical framework of care definitions and care characteristics. The study interviewed 15 social workers working in social welfare institutions based on the grounded theory developed by Glaser and Strauss. Research shows that limited government subsidies have the most impact on the working environment of social workers. Social welfare agencies were operated with government subsidies, and insufficient operating expenses were covered by participation in public offering projects. The project fund-raising work accounted for a large portion of social workers’ workload, and was found to be the biggest causal factor that made care providers’ working environment poor. In addition, excessive administrative and incidental tasks other than care work were responsible for preventing long-term work at one institution, and social workers changed their working environment every two to three years. This eventually led to undermining the emotional relationship between caregivers and care recipients. Based on these findings, this study aims to show that the need to expand information subsidies, the systematic maintenance of social welfare institutions, and the recruitment of experts in certain fields are essential factors in providing a good care environment in the public care sector.
