국문 초록

본 연구는 1970년대 노동조합에서 실시한 사업장의 가족계획사업이 여성노동자 의식에 미친 영향을 분석하였다. 이를 통해 1970년대 심각했던 성별임금 격차는 전혀 해소하지 못한 반면에 모성 보호제도는 상대적으로 개선시켜낸 현실을 이해해보고자 하였다. 이와 관련, 본 연구는 1960~70년대 남녀임금차별 문제와 모성보호 문제에 대한 여성노동자들의 의식과 대응이 달랐다는 점에 주목하였다. 나아가 본 연구는 한국노총과 여성노동자들이 기존의 성별분업 규범을 전제로 한 노동조건 개선활동을 해왔다는 점에서 두 문제에 대한 접근방식의 차이를 해명해보고자 하였다. 이를 위해 본 연구에서는 1970년대 성별화된 지도계몽활동의 성격을 띤 노동조합의 사업장 가족계획사업을 분석하였다. 그 결과 노동조합의 가족계획사업이 여성노동자의 보수적인 여성 정체성을 강화시켜왔음을 확인하였다. 반면 노동조합의 가족계획 관련 교육이나 홍보사업 등에의 여성노동자들의 참여가 모성보호 등 여성권리 의식을 향상시키는 계기가 되었음을 알 수 있었다. 이를 통해 본 논문은 1970년대 여성들이 높은 노조조직률에도 불구하고 당시 노조에서 차별임금 문제를 제대로 제기하지 못했던 현실을 이해할 수 있었다. 나아가 노동조합에서 모자보건, 2세 국민출산 및 양육자 등을 명분으로 모성보호 제도를 개선시켜 왔음을 확인하였다. 연구방법은 문헌연구이며 핵심 자료는 한국노총의 사업보고서와 가족계획판 신문, 노동조합과 노동청 등의 가족계획사업 발간 자료 등이다.

영문 초록

This study analyzed the influence of the family planning project at the workplace conducted by the labor union in the 1970s on the consciousness of female workers. Through this, we tried to understand the reality that, while the gender wage gap, which was severe in the 1970s, was not resolved at all, the maternity protection system was relatively improved. In this regard, this study paid attention to the differences in the awareness and response of female workers to the issue of gender pay discrimination and maternity protection in the 1960s and 1970s. Furthermore, this study sought to explain the difference in approaches to the two issues in that the Federation of Korean Trade Unions and female workers have been working to improve labor conditions on the premise of traditional gender norms. For this purpose, this study analyzed the family planning project at the workplace of the labor union, which was characterized as a gendered guidance and enlightenment activity in the 1970s. As a result, it was confirmed that the labor union’s family planning project has strengthened the conservative female identity of female workers. On the other hand, it was found that the participation of female workers in the union’s education and public relations related to family planning served as an opportunity to improve the awareness of women’s rights such as maternity protection. Through this, this thesis was able to understand the reality that women in the 1970s did not properly raise the issue of discriminatory wages in the union at the time despite the high unionization rate. Furthermore, it was confirmed that the labor union had improved the maternity protection system under the pretext of maternal and child health, second-generation national fertility and caregivers. The research method is literature research, and the core data are the business report of the Federation of Trade Unions, the newspaper for family planning, and the publications of family planning projects by the labor union and the Labor Administration.
