충남지역 장애인 평생교육 요구 분석

국문 초록

이 연구에서는 장애인의 인적자원 개발 및 장애인 평생교육 정책 수립의 기초 자료를 제공하기 위해 충남지역 장애인의 평생교육에 관한 요구를 조사분석하였다. 그 결과를 요약하면 다음과 같다.충남지역 장애인 평생교육 요구조사의 결과는 장애인 희망 연봉 문항에서만 장애인 본인과 장애인 부모가 통계적으로 유의한 차가 있었으며, 나머지 모든 문항에서는 통계적으로 유의한 차가 없었다. 요구조사의 결과를 설문지 내용 영역별로 살펴보면 다음과 같다. 첫째, 장애인 평생교육 일반 영역에서 장애인 평생교육은 매우 필요한 것으로 나타났다. 장애인 평생교육 지원은 재정적인 지원과 정부의 정책지원이 우선되어야 하는 것으로 나타났다. 장애인 성인교육 시설 운영은 장애인 독립 평생교육시설을 선호했다. 둘째, 장애인 평생교육 프로그램 운영 영역에서 장애인 성인교육 프로그램 운영 기간은 6개월~1년 미만이나 1년 이상이 적절한 것으로 나타났다. 장애인 성인교육 프로그램 운영 시간은 1~2시간이나 3~4시간이 적절한 것으로 나타났다. 장애인 성인교육 프로그램 내용은 직업교육을 가장 선호하는 것으로 나타났다. 장애인 성인교육 월 교육비는 10만원 미만을 가장 선호하는 것으로 나타났다. 장애인 성인교육 프로그램 운영을 위해 국가나 지방자치단체에서 지원해 줄 것을 희망하고 있다. 장애인 성인교육 프로그램 강사 자격으로 사회복지사를 가장 선호하는 것으로 나타났다. 장애인 성인교육 프로그램 개선 사항으로는 교육프로그램의 개발이 가장 필요한 것으로 나타났다. 셋째, 장애인 평생교육 만족도 영역에서 장애인 평생교육에 대한 만족도는 보통인 것으로 나타났으며, 불만족의 이유는 평생교육기관의 편의시설 부족, 프로그램 내용 부실, 프로그램 종류 부족, 참여 경비 부담 순으로 나타났다.넷째, 장애인 취업 영역에서 장애인 직업 형태로는 보호고용을 선호하는 것으로 나타났다. 장애인 희망 직종으로는 서비스업과 제조업을 선호하는 것으로 나타났다. 장애인 취업지원은 노동사무소와 장애인복지관으로 나타났다. 장애인들이 원하는 희망 연봉은 장애인 본인과 장애인 부모 간에 통계적으로 유의한 차이가 있었다. 장애인 본인들은 희망 연봉을 1,000~2,000만원과 2,000~5,000만원 미만으로 생각하고 있었으며, 장애인 부모의 대부분은 1,000~2,000만원으로 생각하고 있어 장애인 본인들의 희망 연봉이 장애인 부모들에 비해 다소 높게 나타났다.위와 같은 결과를 바탕으로 도출한 이 연구의 결론은 다음과 같다.첫째, 장애인 본인과 부모 모두가 장애인 평생교육의 필요성을 절감하고 있었다. 그러나 장애인 평생교육에 대한 국가와 지방자치단체의 관심은 일반 공교육보다 소외되어 있으며, 장애인과 그 부모들은 평생교육의 필요성을 공감하지만 현재 이루어지고 있는 장애인 평생교육에 대해 만족하지 못하고 있는 것으로 나타났다.둘째, 장애인 평생교육 프로그램 운영은 1년 미만의 단기 강좌로 직업교육을 선호하였다. 장애인 평생교육은 장애인들의 직업적인 안정을 위해 계속교육 차원에서 접근해야 하며, 국가와 지방자치단체는 장애인 평생교육 프로그램 운영을 위해 적극적인 지원을 할 필요가 있다.셋째, 장애인 취업 형태로는 보호고용을 선호하였고, 장애인 희망 직종으로는 서비스업과 제조업을 선호하였다. 장애인들은 평생교육기관을 비롯해 노동사무소, 장애인복지관 등의 취업지원 관련기관에서 자신들의 취업을 위해 지속적으로 지원해 줄 것을 원하였다.따라서 장애인 평생교육 기관은 장애인들의 요구에 부응하는 평생교육 프로그램을 운영해야 하며, 국가와 지방자치단체는 장애인 평생교육을 위해 정책의 굳은 의지를 갖고, 적극적인 지원을 해야 할 것이다.

The purpose of this study was to research and analyze the needs of the lifelong education for the individuals with disabilities living in Chungnam area, and to provide basic data for human resource development(HRD) and for shaping a policy on lifelong education of individuals with disabilities. Questionnaires were made to find out the needs of the lifelong education of individuals with disabilities and 422 papers were sent out to individuals with disabilities and their parents in Chungnam area, and then the collected questionares from 112 people were analyzed. In consequence, there weren t statistically significant differences except the question which asked a hope annual salary between for individuals with disabilities and their parents. The conclusion were as followings: First, individuals with disabilities and their parents were urgently feeling necessity of lifelong education, but was not satisfied for proceeded lifelong education now. Second, the operation of lifelong education program for individuals with disabilities preferred vocational education by short term class less than 1 year. Third, employment form for individuals with disabilities preferred a protection employment, and hope job preferred service industry and manufacturing industry. Therefore, lifelong educational institutions for individuals with disabilities should run lifelong education programs meeting on needs of individuals with disabilities, and government and local government will have to do active support with strong will of policy for lifelong education for individuals with disabilities.
