국문 초록

지체장애인들에게 있어서 학력의 기회는 사회적 신분상승과 취업 활동에 긍정적 영향을 미칠 뿐만 아니라 사회전반에 걸친 정치, 경제, 사회, 문화 등의 활동에 평등하게 참여할 수 있는 지적 기반을 마련하며, 사회구성원으로서의 역할에 대한 자부심과 자존감을 얻을 수 있는 여건을 만들어낸다. 타인의 도움을 늘 필요로 하는 의존적 존재가 아닌, 장애인 스스로 독립적인 존재로 사회에 일익을 담당하기 위해서는 끊임없는 노력과 교육이 필요한 것이다. 지체장애인들의 고학력화는 생존권, 행복 추구권 등 인간답게 살아갈 여러 권리를 확보하고 누리는데 있어 필수 조건이라고도 볼 수 있다. 아울러 장애인 역시 일반인과 마찬가지로 고등교육에 있어 보다 평등한 교육 기회를 보장받아야 하며, 고등교육을 마친 후 직업세계로 전환할 때 능력에 알맞은 적절한 직업을 선택하고 성공적인 사회생활을 영위하며, 보다 나은 삶을 향해 나아가야 한다. 이는 장애인의 원활한 사회 진출, 개인의 능력 개발, 가치추구, 재활동기 증진에 있어 주요한 수단이기도 하다. 장애인 고학력자들이 증가하면 장애인의 직업적 역량과 내적 자질을 향상시키고 교육을 통해 사회 평등과 복지의 이념을 구현하여 사회복지 수준도 그만큼 높아진다고 볼 수 있어 고무적인 현상으로 여겨지기도 한다. 그러나 학력이 높은 만큼 사회적 지위나 소득에 대한 기대수준도 높아져 고학력자가 실업상태에 있거나 자신의 능력을 발휘할 수 있는 수준의 직업에 정착하지 못할 때 사회적 불만이 나타 날 가능성이 크고 장애인의 생활만족도가 전반적으로 하향될 수도 있다. 그러므로 장애인의 바람직한 고학력화를 이끌어내기 위해서는 장애인 취업 욕구와 삶의 질이 함께 향상될 수 있는 직업재활 서비스의 확대와 더불어 장애 유형에 알맞는 노동시장 내에 전문 직업영역의 개발, 다양한 전문성과 자격증 취득 기회 등을 유도하여야 한다. 아울러 학력 수준에 걸맞은 직업을 연계해주는 장애인 고용지원에 대한 정부의 정책적 노력도 뒷받침되어야 할 것이다.

영문 초록

The opportunity of high education for people with disabilities has been provided not only positive effects on the upward social mobility and job hunting but also intellectual frame-work of equal rights for participation in society, such as political, economic, social and cultural activities, and realistic environment to get pride and self-esteem about the roles for social members. It can also be an essential condition of seeking the rights for human life, such as survival and happiness. Increase of the high educated people with disabilities is considered as an encouraging phenomenon, because it s absolutely significant material for improving their capabilities. However, the expectation of the social position or income according to the educational level in recent days was gradually improved compared with other years. As a result, it brings about the consequence of their long-term and excessive unemployment and the overall dissatisfaction about the society and daily living. Therefore, to assist that high educated disabilities fill their roles of part in society as the independent being, the educations and efforts for their careers and extending abilities should be continued in their whole life. In addition, they have to be assured of their opportunities for equal education and appropriate choices in their jobs which correspond with their own abilities while they transit to the vocation from education as the normal people. It s the most considerable purpose for their advance to society, and achievement of rehabilitation goals. To guide the desirable high education of disabled people, the leaders and staffs in rehabilitation fields need to enlarge the vocational rehabilitation service system,vocational training, and various opportunities to develop expertise and qualification for them. Additionally, the politic efforts in government toward the reinforcement for employment system of high educated people with disabilities would be supported.
