중증 지체장애인의 자가운전을 저해하는 법적·제도적 문제점과 개선방안

국문 초록

장애인들이 교육이나 직업, 사회참여 등 각 분야에서 성공적으로 재활하고 여가나 스포츠, 문화 등의 활동에 참여함으로써 그들의 삶의 질이 향상되기 위해서는 이동능력을 확보하는 것이 가장 우선적으로 전제되어야 한다. 이동능력을 확보하는 중요한 수단 중에 하나인 장애인 자가운전의 문제는 이런 점에서 중요하게 다루어져야 한다. 본 연구는 특히 중증 지체장애인들의 자가운전이 선진국에서는 충분히 가능함에도 불구하고, 국내에서는 불가능한 이유와 원인을 찾아내고 그에 대한 해결책과 대안을 제시하는데 목표가 있다. 우리나라에서도 중증 지체장애인들이 자가운전을 하기 위한 구체적인 정책적 제안으로 ①운전능력 평가방식의 개선, ②장애인 운전 전문교육/연습시설의 확충, ③장애인 운전교육 관련 전문가 양성, ④장애인 운전보조 장치 장착 및 차량개조 관련 업체의 활성화, ⑤장애인 운전보조 장치 장착 및 차량개조 관련 품질보증제도의 운영, ⑥차량개조에 드는 비용의 재정적 지원정책 확충 등이 논의되었다.

영문 초록

Because the mobility basically enables the movement needed in the vocational activities, the self-driving issue of the people with disabilities has a close relationship with their employment. This study is to analyse the reason and cause that makes it impossible for the people with severe physical disabilities to drive themselves in Korean society, whereas it is possible in the developed countries and to propose the alternative idea. As a policy proposal to make it possible for Korean people with severe physical disabilities to drive themselves, the following issues are discussed: ① the improvement of the methods to evaluate the driving ability of the people with disabilities, ② the expansion of the education and practice facilities for driving of the people with disabilities, ③ the cultivation of driver rehabilitation specialist, ④ the vitalization of the businesses or industries for installation of driving assistive devices or remodeling of the motor vehicle for driving of the people with disabilities, ⑤ the operation of quality assurance system for installation of driving assistive devices or remodeling of the motor vehicle for driving of the people with disabilities, ⑥ the expansion of funding system for expenses of installation of driving assistive devices or remodeling of the motor vehicle for driving of the people with disabilities.
