특수교육 교사 현직교육의 문제점 및 개선 방향

국문 초록

이 연구는 OECD 국가의 최근 현직교육 동향, 우리 나라 특수교육 교사의 현직교육의 현황, 문제점 및 요구를 분석함으로써 특수교육 교사의 현직교육 개선 방향을 도출하는 것이 목적이다. 이를 위해 이 연구에서는 문헌연구 방법을 적용하였다. OECD 국가의 최근 현직교육 동향을 분석한 결과는 다음과 같다. (1) 현직교육에 있어서의 정부의 책임 명시 및, 재정적 지원강화, (2) 현직교육 결과를 보수나 재임용과 연계하거나 의무적 이수제 도입, (3) 신규임용 교사 연수 강화 (4) 점차 분권화된, 단위학교 중심의 연수 (5) 연수기관에 대한 평가 실시 (6) 다양한 연수과정 개설 및 제공 (7) 연수시간 확보 (8) 통합교육 정책에 따른 특수교사 역할 변화에 대한 연수 강화 등을 실시하는 것으로 나타났다. 이 연구에서 도출된 국내 특수교육 교사의 현직교육 문제점은 (1) 적시에 제공되는 자격연수 기회의 부족, (2) 다양한 직무연수 기회 부족, (3) 연수기관에 대한 질 관리 체제 부족, (4) 연수 유인체제 부족, (5) 연수기관 간 협력체제 및 기타 행·재정적 지원 부족으로 나타났다. 국내 특수교육 교사의 현직교육 개선 방향으로 다음의 4 가지 즉, (1) 교직 발달 단계에 따른 다양한 연수 확대·강화, (2) 연수기관 및 연수과정의 질적 제고 위한 평가 체제 도입, (3) 연수 유인 체제의 확대·강화, (4) 연수기관 간 역할 분담 및 협력체제 강화, (5) 연수 발전을 위한 기타 행·재정적 지원 확대를 제시하였다.

영문 초록

The purpose of this study is to present the improvement directions of in-service education of special education teachers in Korea. For the purpose, the study analyzed and reviewed literature related to the OECD countries recent tendency of in-service education of teachers and current status, problems, and needs regarding that of special education teachers in Korea. As the results of the study, the problems of the in-service education of special education teachers in Korea were as follows: First, special education teachers have not provided with enough opportunity of qualification training to get higher teacher certificates timely. Second, they have not been provided with opportunity of various professional job training. Third, lack in the quality management system of training institutes has existed. Fourth, special education teachers have not given incentive system for in-service education. Fifth, lack in collaboration system between training institutes and administrative, and financial support for in-service education has existed. Based on the above results, the study presented five improvement directions for in-service education of special education teachers. First, the opportunity of various in-service education should be enlarged and strengthened according to development stages of their teaching profession. Second, the evaluation system of training institutes should be introduced in order to raise the quality of the institutes and their training program. Third, incentive system for in-service education should be strengthened and enlarged. Fourth, the system for role allotment and collaboration between training institutes should be developed and implemented. Fifth, administrative and financial support for the development of in-service education should be expanded.
