국문 초록

장애인의 삶의 질을 논의함에 있어서는 생리적 욕구에서 자아실현의 욕구로 그 구조가 바뀌고 있는 현재, 법적 윤리적으로 천명되는 권리뿐만 아니라 재활공학, 생활환경 개선, 체육 및 레크리에이션과 같은 질적인 부분까지 그리고 지역사회 통합을 위한 장이 마련되기 위한 노력이 필요하다. 이를 위해서는 정보, 통신, 접근성, 의사소통과 같은 물리적 환경, 일반인의 의식 및 문화생활과 같은 사회적 환경, 그리고 교육, 훈련, 고용, 장애예방, 보건, 재활서비스, 보장구, 주거와 건강, 의료서비스와 같은 제도적 환경으로 크게 나누어 장애인의 삶의 질에 대한 논의가 필요하다.장애인 삶의 질 개선을 위하여 서비스 이용자 중심의 장애인 정책이 논의되고 있는 현실에서 지역의 장애인 정책과 재활프로그램 개선에 필요한 기초자료를 마련하고자 경상북도 거주 장애인을 대상으로 실시하였다. 이를 통해 장애인들이 생활하고 있는 지역사회에서의 여러 가지 이슈들과 삶의 질에 관련된 여러 영역들에 대한 장애인의 인식정도를 알아봄으로써 장애인의 삶의 질을 높이고 사회통합을 증진시키기 위한 방안과 지역 장애인복지관의 프로그램 개선에 관한 함의점을 제시해 보고자 한다. 이를 위해 경상북도에 거주하는 장애인 본인 200명과 장애인 가족 138명, 총 338명에 대해서 일반사항, 지역사회 관련사항, 장애인 삶의 질 관련사항으로 나누어 조사를 하였다. 삶의 질에 관한 판단은 다분히 교육수준과 소득과 같은 객관적인 요소들뿐만 아니라, 생활만족도와 가족생활과 같은 주관적 요소들도 고려하여야 하기 때문에 조사를 위한 질문지 구성에 있어서 이러한 내용들을 적절히 반영하였다.

영문 초록

This study was aimed at investigating perceived and objective quality of life index among persons with disabilities and their family members. Using a 5-point Likert scale, research participants psychological characteristics and perceptions of socioeconomic conditions were identified. Total of 338 participants were responded, 200 persons with disabilities and 138 family members of persons with disabilities respectively. Many of persons with disabilities are under the unemployment due to the health problems and lack of family support. One of the important leisure activities of persons with disabilities is watching TV, and it is indicative of the necessity of provision of sound leisure time activities, effective communication measures, and rehabilitation services to motivate them for leading an active community participation. The research participants asked the government for better education services, vocational services, public transportation services, and financial supports for pursuing decent living. these issues will and should be considered in establishing disability policies and community services in the ares of Kyung-Book Province.
