국문 초록

본 연구의 목적은 노인의 여가활동 참여실태를 파악하고, 이를 바탕으로 노인의 여가참여에 따른 활성화방안을 제시하는데 그 목적이 있다. 노인의 향후 여가시간 활용 여부에 대한 응답으로 보다 여유로운 생활을 위해 여가시간에 투자하겠다는 비율이 날로 증가하고 있는 연구 결과를 고려한 정책적 지원이 필요하다. 아울러 앞서 검토한 선행연구를 토대로 한 제언은 다음과 같다. 첫째, 국민연금의 소득보장 기능을 강화시켜야 한다. 먼저 노인의 경제적인 안정을 도모하기 위해 장기적 소득 대체율의 조정을 통해 국민연금의 소득보장 기능에 대한 강화정책이 뒷받침 되어야 한다. 둘째, 보건의료서비스를 양적확대 및 강화시켜야 한다. 고령화시대에 노인의료보장에 대한 정책적 개선은 반드시 고려되어야 할 정책적 과제이며, 노인 건강과 관련하여 보건의료서비스의 양적 확대와 더불어 내실화를 지향해가야 할 필요성이 있다. 셋째, 지역사회 노인돌봄서비스의 강화이다. 핵가족화의 증가 추세로 자녀보다는 배우자의 역할에 더 큰 비중이 있는 현실을 감안하여 적절한 서비스를 이용하고 지역사회에서 보다 나은 삶을 영위할 수 있도록 다양한 서비스의 기회를 제공해야 할 것이다. 넷째, 저소득층 여성노인을 위한 학습비의 지원이 필요하다. 무학으로 홀로된 저소득층 여성노인부터 우선적으로 학습비를 지원하고 정보제공 과 관련된 서비스 정책을 강화해야할 필요성이 있다. 다섯째, 노인일자리 사업의 강화이다. 노인을 위한 근로 조건 및 내용의 다양화와 적극적 민간 일자리 연계 및 발굴에 대한 서비스가 개발되어 노년기에 생애주기별, 학력별인력개발의 정책적 강화가 필요하고 후기 여성노인을 위한 시간제 일자리의 개발과 보급이 필요하며 지속적 취업을 위한 직무교육의 기회 확대가 필요하다. 여섯째, 다양한 공공서비스 기관을 활용한 취미여가활동의 제공이 필요하다. 일곱째, 공식 및 비공식적 보호와 역할분담이 필요하다. 노인의 여가활동의 참여는 귀한 삶에 대한 한 양식이라는 의미에서 연구·개발되어야 한다고 사료되고, 이러한 점에서 본 연구는 의의가 있다.

영문 초록

The purpose of this research is to promote leisure participation of senior citizens through policy proposals based on the analysis of how the problematic factors faced by senior citizens who participate in leisure activities affect leisure satisfaction and how they can be resolved. As shown in the study, the literature review for ways to promote leisure participation among senior citizens shows that the leisure activities of senior citizens are important: first, they maintain physical health, they have the ability to delay aging, second, they are a means to address the loneliness and alienation that are classified as one of the four major mental aspects of senior citizens, and third, they help the elderly become necessary members of the community. The theoretical, practical and policy implications of these findings are as follows: The changed characteristics of senior citizens participating in various types of leisure activities showed that the higher the economic standard of living, the better the health condition, the higher the educational level, the better the social relationship, and the better the environmental conditions, the higher the participation of senior citizens in leisure activities. Therefore, leisure activities of the elderly directly affect the improvement of the quality of life, have a positive influence on the attitude of the elderly towards life, and play a decisive role in social integration, the ultimate purpose of social welfare. Therefore, the future outlook for leisure activities of senior citizens needs to encourage them to participate in leisure activities, and in response to whether they will use their leisure time in the future, policy support is needed considering the increasing rate of research that they will invest in leisure time for a more leisurely life. In particular, the elderly want to participate in various leisure activities in an effort to ensure a happy life in their old age, so it is necessary to systematically develop and distribute quality leisure programs along with financial support to support them. In addition, suggestions based on prior research reviewed above are as follows: First, the income security function of the National Pension Service should be strengthened. First of all, in order to promote economic stability for the elderly, the government should support the strengthening of the National Pension Service s income security function by adjusting the long-term income replacement rate. Second, health and medical services should be expanded and strengthened quantitatively. In the age of aging, policy improvement on the guarantee of medical care for the elderly is a policy task that should be considered evenly, and there is a need to pursue internalization along with quantitative expansion of health and medical services related to the health of the elderly. Third, strengthening community elderly care services. Given the fact that the increasing trend of nuclear familyization has a greater weight on the role of spouses than children, various service opportunities should be provided to take advantage of appropriate services and lead a better life in the community. Fourth, support for learning costs for low-income female senior citizens is needed. It is necessary to first support learning costs and strengthen service policies related to information provision, starting with low-income female senior citizens who are left alone without education.
