국문 초록

본 연구는 다문화 이주민들의 영주권 제도에 대해 미국과 독일의 사례를 통해 살펴보고 이주민 정책과 관련하여 우리나라 국민이 느끼는 정서상의 갈등과 역차별적인 요소를 살펴보았으며 , 몇 가지 의미 있는 연구결과를 제시하였다. 첫째, 영주권 제도와 관련하여 선심성의 보여주기식 포플리즘 보다는 다문화 이주민들에 대한 국민 갈등 해소에 중점을 두고 영주권 취득 요건을 강화하고, 체류 목적에 맞게 구체화하여 개선할 필요성이 있다. 둘째, 이민자에 대한 법안은 다양하게 나누어져 있으며, 규합되지 못한 법안을 사회통합모델로 활용하여 하나의 법안으로 단일화하고, 이민자들의 영주권 획득이 귀화까지 이루어질 수 있도록 개선되어야 하고, 변화하는 세계화와 이주민의 흐름에 발맞추어 법적 근거와 규정들을 보다 세부적으로 정비해야 한다. 셋째, 모범적인 사회적 구성원의 자격을 갖추고 역할을 다하는 이민자들을 선별적으로 수용하고 양성함으로써 국민과 이민자들 간의 사회적 대립 관계를 최소화하고, 효율적이고 사회통합 교육을 통해 이민자들에 대한 편견을 줄여서 국민이 이민자들을 위화감 없이 융화 적으로 받아들일 수 있는 체계를 마련하여야 할 필요성이 있다.

영문 초록

This research looked at the permanent residency system for multicultural migrants through examples in the United States and Germany looked at emotional conflicts and reverse discrimination factors felt by the Korean people regarding immigration policies and presented some meaningful research results. First, it is necessary to strengthen the requirements for the acquisition of permanent residency and improve it according to the purpose of stay, focusing on resolving the national conflict for multicultural migrants rather than the demonstrative populism of pork-barrel. Second, legislation on immigrants is divided into various categories and should be used as a social integration model to unify incompatible legislation, improve immigrant s acquisition of permanent residency, and refine legal grounds and regulations in line with changing globalization and immigration trends. Third, it is necessary to minimize social confrontation between the people and immigrants by selectively accommodating. Also, nurturing immigrants who are qualified, and performing their roles, and to establish a system in which citizens can accept immigrants in harmony without any sense of conciliation through efficient and integrated education.
