국문 초록

본 연구는 청년의 실태와 정책방안 연구를 살펴봄으로써 향후 청년의 안정적인 삶의 정착 지원을 위한 청년정책 체계 마련 방안을 모색하고자 한다. 이를 위해 청년들이 겪고 있는 문제점에 대한 실태를 다양한 차원에서 살펴보고, 2020년 국회를 통과한 후 실시되는 ‘청년기본법’을 활용하여 청년정책 추진 현황과 문제점을 법률, 청년정책 추진 체계, 정책 사업 및 예산의 세 가지 차원에서 살펴보았다. 연구의 결과, 한국의 청년들은 현재 열악한 환경 속에 경제활동의 축소 등을 경험하고 있다. 이에 청년정책의 추진원칙은 무엇보다도 청년들의 사회참여와 소통에 기반해 정책을 추진한다고 사료된다. 이러한 결과를 토대로 청년의 가족 특성을 이해하여 완화하기 위한 보상 체계 및 통합 서비스 구축과 함께 일자리 중심 청년 정책의 확대 필요성을 제안한다.

영문 초록

In this study, we are going to explore ways to establish a youth policy system to support the stable settlement of life for young people in the future by looking at the actual conditions of youth and policy measures. To this end, we looked at the current status of youth policy promotion and problems in three dimensions: law, youth policy promotion system, policy project, and budget, using the Youth Basic Act implemented after passing the National Assembly in 2020. According to the analysis, young people in Korea are currently experiencing a reduction in economic activity amid poor conditions. Therefore, the principle of youth policy is believed to be based on the social participation and communication of young people. Based on these results, we propose the need to expand job-oriented youth policies along with the establishment of a compensation system and integrated services to understand and mitigate the family characteristics of young people.
