국문 초록

문화체육관광부의 공립박물관 설립 타당성 사전평가제 통과는 박물관 건립의 첫 관문이자 난관이다. 2019년 적정평가를 받은 여수시립박물관의 구체적인 사례를 통해 사전평가제에 대한 준비사항을 알려 주고자 하였다. 공립박물관 설립 타당성 사전평가에서는 박물관 입지조건, 건립계획 등의 법률적･정책적･기술적 타당성 평가와 더불어 전시계획, 소장품 및 학예인력 확보방안, 건립 이후 운영계획 등을 심사한다. 여수시립박물관은 문체부의 사전협의를 통해 심사를 위한 필요사항을 준비하였다. 신청서에는 설립의 목적과 필요성, 설립계획과 운영계획, 운영조직 및 인력 구성계획, 건립부지와 시설계획, 자료의 목록과 수집계획을 작성하고, 자체점검 사전평가표에 따라 증빙자료를 첨부하였다. 서면평가 이후 현장실사 전까지 추진인력 보완 및 전시유물 확보를 위해 노력하였고, 건립 추진상황 발표자료 및 예상 질의･답변자료 등도 준비하였다. 현장실사는 PT보고 후 수장고 및 유물 확인, 건립부지 답사순으로 이루어졌다. 최종심사는 심사위원의 검토의견에 대한 보완계획을 PT로 발표하는 것이었다. 여수시립박물관의 사례를 통해 본 사전평가는 박물관 건립에 대한 신청기관의 구체적인 준비정도를 심의하는 것이었다. 박물관 건립 추진계획과 일정, 건립부지, 전시구성과 내용, 전시유물목록 및 확보상황, 박물관 조직구성 및 운영계획, 지자체의 의지를 중요하게 생각하므로 이에 대한 철저한 준비가 필요하다.

영문 초록

Passing the feasibility evaluation system for the establishment of a public museum by the Ministry of Culture, Sports and Tourism is the first gateway and difficul ty in establishing a museum. Through a detail ed exampl e of the Yeosu City Museum, which passed the preliminary evaluation of the establishment of the public museum in 2019, I intended to inform those preparing for it of its preparations. In the pre-evaluation of the feasibility of establishing a public museum, legal, policy, and technical feasibility assessment of the location conditions of the museum, construction plans, etc., as well as exhibition plans, measures to secure the collection and curator, and operation plans after the establishment, etc. are reviewed. The Yeosu Municipal Museum prepared the necessary matters for screening through prior consultation with the Ministry of Culture, Sports and Tourism. The application prepared the purpose and necessity of establishment, establishment plan and operation plan, operation organization and manpower composition plan, construction site and facility plan, list and data collection plan, and attached evidential data in accordance with the self-inspection pre-evaluation table. After the written evaluation, efforts were made to supplement manpower and secure exhibition rel ics before t he on-site i nspection, and data on the announcement of the progress of the construction and the expected questions and answers were prepared. The on-site inspection was conducted in the order of checking storage and relics and exploring the site of construction after the PT report. The f inal review was to announce a supplementary pl an for the review opinions of the judges through the PT. The pre-evaluation of the Yeosu City Museum was to deliberate on the details of the organization s preparation for the construction of the museum. Thorough preparation is needed because the plan and schedule for the construction of the museum, the site of the construction, the composition and contents of the exhibition, the list and the status of the exhibition relics, the organization and operation plan of the museum, and the will of the local governments are important.
