공주 고도(古都)보존육성사업의 현황과 과제

국문 초록

공주는 2004년 고도 보존 및 육성에 관한 특별법이 제정되면서 고도로 지정되었다. 고도법은 기존의 점 또는 면 단위 문화재 보존을 넘어 문화재를 포함한 공간을 보존하고자 제정되었다. 공주시에서는 2009년에 공간계획적으로 고도의 골격의 회복하고 주민의 주거환경을 개선하기 위하여 공주 고도보존계획을 수립하였다. 그리고 2012년에 고도보존계획이 승인되면서 고도보존육성사업을 본격적으로 추진하게 되었다. 사업 시행 초기에는 사업 관련 제도 정비 및 주민교육사업을 중점적으로 추진하였다. 그러나 기본계획이 주민지원사업의 미반영 등의 문제점이 발생하여 기본계획을 변경하게 된다. 2014년 기본계획은 고도보존육성사업의 실행력을 높이는 데 중점을 두었다. 고도보존육성사업이 본격적으로 추진되었으며, 그 중 고도 이미지 찾기 사업은 공주 고도의 경관을 획기적으로 변화시켰다. 이는 문화재를 바라보는 시민들의 인식을 긍정적으로 변화시켰으며, 사업을 확대 추진할 수 있는 원동력으로도 작용하였다. 2020년 기본계획은 지금까지 추진된 고도보존육성사업의 성과를 분석하여 한계와 과제를 극복하기 위해 수립되었다. 기본계획은 우선 공주 고도와 관련된 계획 등과의 정합성을 제고하고 사업의 성과를 외곽으로 확산하고자 하였다. 그리고 기존 계획과 달리 공간단위의 사업과 소득증대사업이 계획되었다는 점에서 의의가 있다. 고도보존육성사업의 지속적인 추진을 위해 정책기조와 정책집행에서의 문제를 해결하여야 한다. 정책기조에서는 고도법의 위상 약화와 고도 공주를 바라보는 인식의 문제가 있다. 역사문화권 특별법 시행에 따른 고도법의 위상약화 문제는 고도보존육성사업에 대한 국민적인 동의와 지지를 얻는 노력을 통해 해결하여야 한다. 고도 공주의 시간적, 공간적 범위의 설정 문제는 시간적으로는 현재의 가치가 있는 공주의 흔적까지 포함하는 것이 바람직하며, 공간적으로는 원도심 지역까지 고도 지정지구로 확대할 필요가 있다. 정책집행에서는 고도보존육성사업 예산의 안정적 확보와 다른 고도와의 차별화 문제이다. 예산의 안정적 확보 문제는 우선, 고도 지정지구와 문화재구역의 일치시켜 문화재보수정비사업비를 이용하고자 하며, 고도보존육성사업과 성격이 유사한 국가사업을 적극적으로 활용하고자 한다. 다른 고도와의 차별화의 문제는 공주의 역사적 특성과 정체성을 찾기 위한 연구를 지속적으로 수행하며, 한 시기에 매몰되지 않고 다양한 시대의 역사문화가 공존할 수 있는 문화적 역량을 강화하는 방향으로 차별화를 가져가고자 한다.

영문 초록

Gongju was designated Ancient capital in 2004 when a Special Act on the Preservation and Promotion of the Ancient Capital was enacted. The Ancient capital law was enacted to preserve the space including cultural properties beyond the preservation of traditional dot or noodle-based cultural properties. In 2009, Gongju City established an Basic plan for preservation and promotion of t he a ncient c apital for t he f irst t ime in o rder t o restore a Ancient capital structure and improve the residential environment of residents. In 2012, when the Ancient capital conservation plan was approved, the Ancient capital conservation and promotion project was started. At the beginning of the project implementation, the project- related system was reorganized and the resident education project was focused on. However, the basic plan was changed due to problems such as not reflecting the resident support project and the effectiveness of the private investment attraction project. The 2014 basic plan focused on enhancing the execution power of the Ancient capital conservation and promotion business. The Ancient capital preservation and promotion project was promoted in earnest, and Ancient capital image search business drastically changed the landscape of Gongju. And it positively changed the citizens perception of cultural properties. The 2020 basic plan was established to overcome limitations and tasks by analyzing the performance of the Ancient capital conservation and promotion business carried out so far. First of all, the basic plan was to improve the consistency with plans related to Gongju Ancient capital, and to spread the results of the project to the outskirts. For the continued promotion of Ancient capital conservation and promotion business, the policy stance and issues in policy execution must be resolved. In the policy stance, there is a problem of the weakening of the status of the Ancient capital law and the perception of the ancient capital. The problem of weakening the status of the Ancient capital law must be resolved through efforts to obtain national consent and support for the Ancient capital conservation and promotion business. The problem of setting the temporal and spatial range of the ancient Gongju is desirable to include the traces of Gongju, which are of the present value in time, and spatially, it is necessary to expand it to the Ancient capital designated district up to the original downtown area. The problem of differentiation from other Ancient capital is to continuously conduct research to find the historical characteristics and identity of Gongju, and to reinforce the cultural capacity to coexist with the historical culture of various eras without being buried at one time.
