녹색성장 정책도입에 대한 자본시장 반응연구

국문 초록

최근 기후변화와 환경에 대한 심각성이 고조됨에 따라 전 세계적으로 녹색성장에 대한 관심이 증가하고 있다. 우리나라 정부 또한 2009년 신성장동력 비전과 발전전략 발표를 시작으로 ‘녹색성장’을 신국가발전 패러다임으로 확정하였다. 또한 은행과 금융권에서도 녹색 패러다임을 도입하여 녹색금융운용모범규준을 제정하였다. 녹색성장은 향후 국가의 성장을 이끌어낼 새로운 전략산업임에는 분명하지만 정부와 민간의 정책이 자본시장참여자들에게 어떻게 받아들여지고 있는가에 대한 실증연구는 거의 이루어지지 않은 상태이다. 따라서 본 연구는 2009년부터 시작된 정부와 민간의 녹색성장정책이 녹색지수편입기업에 미치는 영향을 자본시장의 반응을 통해 측정하여 정책적 시사점을 제공하고자 한다. 16개의 녹색지수편입기업을 대상으로 녹색성장 정책과 관련된 중요 사건일인 신성장동력 비전과 발전전략 발표일(2009.1.13), 저탄소녹색성장기본법 제정일(2010.1.13), 녹색금융운용모범규준 제정일(2010.6.30.), 신성장동력산업분야 연구개발비 세액공제 개정일(2010.12.27)의 누적초과 수익률을 살펴본 결과 사건일 별로 정책의 통계적 유의성에 차이를 보였다. 정부의 신성장동력 비전 및 전략 발표일, 신성장동력 산업분야 연구개발비 세액공제 개정안 발표일에는 시장이 유의하게 반응하지 않았으며 저탄소녹색성장기본법 제정일에는 부분적으로 양의 통계적 유의성을 보였다. 이는 정부의 공식발표 전에 해당 정보에 대한 대부분의 내용이 이미 시장에 누출되어 시장이 이미 반응을 했거나 녹색성장 정책에 대한 의구심으로 인해 시장이 새로운 뉴스를 호재(Good news)로 간주하지 않았기 때문으로 해석된다. 한편, 은행과 금융투자협의회의 녹색금융운용모범규준이 제정되었을 때 녹색지수편입기업과 사건일의 누적 초과수익률은 통계적으로 유의한 양의 관계를 보였다. 이는 기업의 규모와 산업이 유사한 대응표본을 사용하여 분석하였을 때도 여전히 지지되는 것으로 나타났다. 이러한 결과는 녹색금융운용모범규준이 담고 있는 주요내용이 자본시장 참여자들에게 호재(Good news)로 작용하여 초과수익률이 발생한 것으로 해석 할 수 있다. 이상의 연구결과들은 정부와 민간의 녹색금융 정책에 따른 시장의 반응을 제시하여 향후 정부와 민간의 녹색 정책입안자에게 정책에 대한 시장의 평가와 관련된 의미있는 결과를 제공하고 있다.

영문 초록

Recently, upsurging the severity of climate change and environment, the interest of Green growth has been globally increasing. Beginning with the announcement of the new growth dynamic for next generation vision and development strategies in 2009, Korean government also introduced Green growth as the paradigm of new national development. Although Green growth is clearly a new strategic business for leading national development, there is not empirical researches enough to show the response of market participants for the government policies and private sector standard. Therefore, this study examines the relation between the Green index companies and the market reponses about Green growth policies of the government and private sectors in order to provide some political implications. Focusing on 16 companies listed in Green index, we investigate Cumulative Abnormal Return (CAR) of four important event days closely related to Green growth policies. These main event days which are the day of the announcement of the new growth dynamic for next generation vision and development strategies (First event, 2009.1.13), the day of the enactment of Framework Act on Low Carbon Green Growth Act (Second event, 2010.1.13), the day of the establishment of Green finance management model standard (Third event, 2010.6.30.), the day of the amendment of tax deduction for research and development expenses of the new growth dynamic for next generation industries (Fourth event, 2010.12.27) show different statistical significances. The market does not significantly respond to the first and fourth events at all and shows partial significance on the second event. We interpret these results for two ways. First, there are some possibility of leaking Green growth information before the formal announcement. Second, the market doubt the government policies for Green growth and does not consider Green growth news as good news. However, we find a significant relation between CAR and Green index companies when the private sector establish Green finance management model standard. It still hold when we use industry and size matching samples. This result implies that the details of this standard act as a good news to market participants. Since there are the directly-opposed market reaction between government policies and private sector standard, this paper provides academic insights into research area and political implications for the Green growth standard regulators.
