해군 경상운영비 예산결정요인에 대한 실증분석

국문 초록

본 연구는 해군 경상운영비 예산편성에 영향을 미치는 결정요인을 실증분석 하였다. 전 세계적으로 냉전체제가 끝났지만, 2000년대 이후 핵실험과 미사일 발사 등 북한의 지속적인 도발로 인하여 한반도 내 긴장수위는 여전하다. 이러한 불확실한 군사적 환경은 높은 수준의 전비태세를 요구한다. 경상운영비는 병력 운영 및 전력 유지를 위한 비용으로 각 군의 전비태세수준과 직결되는 비용이다 . 따라서 이러한 군사적 상황에 대비하기 위해서는 적정 수준의 경상운영비 예산이 필요하다. 하지만 2000년대 들어 복지수요 증가 등으로 국방예산 하향 편성 기조는 뚜렷해 졌으며, 경상운영비 예산은 제한적으로 편성될 수밖에 없는 상황이다. 제한된 예산 편성 기조 하에서 높은 수준의 전비태세를 유지하기 위하여 효율적인 경상운영비 예산편성이 필요하다. 따라서 경상운영비 예산편성에 영향을 미치는 원가동인을 연구하는 것은 의미가 있다. 2007년부터 2009년까지 국방통합재정정보시스템 상의 해군 내 20개의 자원관리단위부대를 대상으로 연구한 결과, 전비태세유지를 위한 작전 활동력이 높고 물자의 자산 규모가 클수록 더 많은 예산이 편성되었다. 또한 부대 내 최고 지휘관의 직급이 높을수록 예산이 많이 편성되었다. 이는 지휘관의 정치력이 예산 획득에 미치는 영향이 상당함을 의미한다. 해군은 기술 집약형의 군대로서 고가의 최첨단 전투함을 중심으로 운영된다. 해군의 전비태세수준은 고가의 장비들을 얼마나 잘 활용하고 유지하느냐에 달려 있는데, 장비 활용 및 유지비는 경상운영비로 분류된다. 따라서 제한된 예산으로 전투태세수준을 높이기 위한 노력은 해군에게 특히 중요하다. 본 연구는 해군 경상운영비 편성 결정요인을 분석한 최초의 연구로 , 제한된 예산 내에서 경상운영비를 효율적으로 편성 및 운영하고자 하는 해군 예산당국의 합리적인 의사결정에 기여할 수 있다.

영문 초록

This study has conducted empirical analysis on the determinants for the Republic of Korea( ROK ) Navy s budget of operation and maintenance(O&M) costs. Although the Cold War structure has ended around the world, tension on the Korean Peninsula is still high due to the constant provocations by North Korea. Such uncertain military environment requires high levels of combat readiness posture. Since the O&M costs are for activities for maintaining and operating forces, how much budget to those costs is allocated directly affects the levels of combat readiness posture. Therefore, such military conditions require high level of budget for O&M costs. However, due to increasing demands of welfare since the 2000s, the national defense budget clearly showed a decreasing trend, and such conditions limited the budget of the O&M costs. Maintaining high levels of the combat readiness posture requires an efficient budget formulation of O&M cost. For that, as a starting point, we conduct an empirical analysis on how the O&M cost budget is formulated. The results from studying 20 units within ROK Navy from 2007 to 2009 show that the higher defense activity rate for maintaining combat readiness postures and the bigger battle equipment asset size, the more budget is allocated. The higher the ranks of the commanding officer of the unit, the higher budget is allocated. This means that the influence of the commander s political power on the budget acquisition is significant. This study is the first to conduct an empirical study on the determinants of the Navy O&M cost budget formulation. Navy is technology-intensive and operates around high price and high-tech battleships. How well the expensive equipment is used and maintained significantly affect the combat readiness posture and costs for equipment utilization and maintenance are categorized under the O&M cost. Therefore, efforts to improve combat readiness posture with a limited budget is especially important for ROK Navy. From this perspective, this study contributes to the movement to efficiently operate and formulate the operation and maintenance cost with a limited budget.
