지역신용보증재단의 재무적 특성이 기본재산 변동에 미치는 영향

국문 초록

[연구목적]본 연구는 지역신용보증제도 내에서 신용보증을 지원하기 위한 기초적인 재원인 지역신용보증재단의 기본재산 변동에 영향을 미치는 재무적 특성 요인을 분석하고, 분석결과를 토대로 지역신용보증재단의 기본재산의 안정화 및 확충을 위한 합리적이고 효율적인 관리방안을 제시하고자 하는데 목적이 있다. [연구방법]본 연구는 16개 지역신용보증재단의 연구 변수들에 대한 기초분석 및 패널자료를 구축하고, 가설 검증을 위해 패널회귀분석을 실시하였다. 통계분석은 SPSS 10.0과 Eviews 8을 이용하였다. [연구결과]가설검증 결과, 지역신용보증재단의 기본재산 순증액에 대해 보증잔액 순증액은 정(＋)의 영향을, 대위변제 순증액은 음(-)의 영향을 미치는 것으로 분석되었다. 그러나 구상채권상각 순증액은 음(-)의 영향을 미치지 않는 것으로 나타났다. [연구의 시사점]본 연구결과는 지역신용보증재단이 경기불황과 대형유통업체의 지역상권 진출로 인한 지방 소기업과 소상공인 및 자영업자들의 재정적 어려움을 지원하기 위해 보증잔액을 늘리는 한편 기본재산을 증액시키고 있음을 확인하였으며, 또한 연체이자를 인하하고, 분할 상환기간을 연장하는 등 구상채권 회수를 최대한 늦춰 일시상환 능력이 없는 채무자의 부담을 덜어주고 장기적인 상환 기회를 제공하여 줌으로서 구상채권에 대한 관리가 출연금의 증액과 함께 기본재산의 안정화에 중요한 것으로 파악되었다. 그리고 대위변제 증가가 현금유출로 인한 기본재산 잠식의 원인으로 분석되어 변제율을 낮추기 위한 대위변제 예측시스템을 개발하고 채무자의 자금관리 계획을 지원하여 줌으로서 기본재산을 충실히 해야 할 것으로 인지되었다.

영문 초록

[Purpose]This study aims to examine internal and external characteristics of factors that affect fluctuation of fundamental properties, which are the capital of the CGF, in order to secure stable guarantee resources. This study is of academical significance in that it explores the effect of public enterprises accounting factors on the formation of fundamental properties. On this basis, the present study suggests policy implications for the CGF to secure stable resources. [Methodology]This study was analyzed through the spss 23 and eviews 8. Additionally, a panel regression analysis was also conducted in reference to the mentioned data. [Findings]The findings of this study are as follows：First, it turned out that net additions of guarantee outstanding affected the increase of fundamental properties. Second, it turned out that net additions to subrogation reduced fundamental properties. Third, it turned out that write-off indemnity receivables result in increasing fundamental properties. Fourth, it turned out that the increase of the employed affected the decrease of fundamental properties. [Implications]This study is of practical significance in the following aspects：As the increase of guarantee outstanding results in increasing the CGF’s fundamental properties, the CGF constantly accumulates fundamental properties in order to maintain a certain level of guarantee outstanding. And, this study provides a basis for solutions to address subrogation that erodes fundamental properties：It is necessary to strengthen the structure of fundamental properties through risk management.
