우리나라 4대 도시의 인구이동과 수렴속도의 관계에 대한 실증분석

국문 초록

본고에서는 요소이동제약요인이 도시의 수렴속도에 영향을 줄 수 있는 모형으로부터 추정식을 도출하여 인구유출입에 의존하는 도시간 이동비용의 차이가 수렴속도의 차이를 얼마나 설명할 수 있는지를 우리나라 4대도시를 대상으로 실증적으로 분석하였다. 실증분석의 결과를 요약하면 다음과 같다. 첫째, 4대도시에서 인구의 유출입은 도시간 수렴속도의 차이를 가져오는 유의적인 요인임을 알 수 있었다. 인구이동이 비교적 자유로울 것으로 여겨진 4대도시에서도 이들 간에는 수렴속도의 차이가 있으며, 이는 인구의 지역간 유출입 등 인구이동을 제약하는 이동비용에 의해서 설명될 수 있다. 둘째, 4대도시에서 도시간 수렴속도 차이에 영향을 주는 인구이동제약은 유입비용보다는 유출비용의 차이가 더 유의적인 설명을 하는 것으로 추정되었다. 이는 4대도시의 수렴속도 차이는 인구유출을 제약하는 이동비용이 인구유입을 제약하는 이동비용보다 중요함을 시사한다. 셋째, 서울과 다른 세 도시 간의 수렴속도의 차이에 대해서 살펴보면, 인구유출과 유입 모두가 수렴속도 차이에 영향을 주는 유의적인 설명요인이었다. 서울과의 관계에서 다른 세 도시들은 인구 유출과 유입비용 모두에서 서울과의 수렴속도 차이를 설명하는 것으로 추정되고 있어, 세 도시는 서울에 비하여 상대적으로 인구유입과 인구유출 비용 모두를 낮추려는 정책적 시도가 중요할 수 있음도 살펴볼 수 있다.

영문 초록

In this paper, we use an estimation equation from a model in which factor mobility constraints can affect the income convergence speed to examine how the difference in intercity mobility costs depending on population inflow and outflow can explain the difference in convergence speed. An empirical analysis was conducted for four largest cities in Korea. The summary of the results of the empirical analysis is as follows. First, it was found that the inflow and outflow of population in the four cities is a significant factor that relates to the difference in convergence speed between cities. Even in the four major cities, where population movement is considered to be relatively free, there is a difference in convergence speed between them, which can be explained by the mobility cost that restricts population movement, such as inflow and outflow of the population between regions. Second, it was estimated that the difference in outflow cost rather than inflow cost is more significant explanation for population movement constraints that affect the difference in convergence speed between cities in the four cities. This suggests that the cost of mobility that restricts population outflow, which explains the difference in convergence speed of the four major cities, is more important than the movement cost that restricts population inflow. Third, looking at the difference in convergence speed between Seoul and the other three cities, both population outflow and inflow were significant explanatory factors affecting the difference in convergence speed. It can also be seen that policy attempts to lower both population inflow and outflow costs relative to Seoul in the three cities may be important.
