제주지역 정보화마을 자립 및 활성화 요인 분석

국문 초록

행정안전부는 정보소외 지역 주민의 정보생활화와 지역경제 활성화를 목표로 2001년도부터 전국적으로 정보화마을을 조성하는 사업을 시작하였고, 제주지역은 2020년 현재 15개 마을이 운영되고 있다. 그동안 정보화마을 사업에 대한 예산은 국비와 지방비 매칭으로 지원되어 왔으나 2019년 국비 예산 지원이 중단되었고, 제주특별자치도도 2020년도부터 2024년도까지만 지방비로 예산을 지원한 후 중단할 계획이다. 이에 따라, 본 연구는 2025년 지자체 예산 지원 중단에 따른 제주지역 정보화마을의 자립 및 활성화 요인을 분석하였다. 정보화마을 자립 요인 분석을 위해 자립가능 여부를 종속변수로 하는 로짓모형을, 정보화마을 활성화 요인 분석을 위해 정보화마을 사업목적 우선순위에 대한 응답을 종속변수로 하는 다항로짓모형을 추정하였다. 분석을 위해 제주지역 15개 정보화마을의 주요 참여자 50명을 설문조사한 결과를 활용하였다. 분석 결과 정보화마을이 공익목적과 수익목적을 동시에 달성하기 어렵다라는 점을 도출하였고, 이는 현재 정보화마을이 가지고 있는 가장 큰 문제점으로, 본 연구에서는 제주지역 정보화마을 자립 및 활성화를 위한 방안으로 공익목적과 수익목적을 철저히 분리하여 사업을 운영해 나갈 것을 제안하였다.

영문 초록

The Ministry of the Interior and Safety (MOIS) started a project to build information network villages (INVILs) nationwide from 2001 in order to adapt Information Technology (IT) as a part of daily life for the IT-marginalised local communities and to revitalise the local economy. As of 2020, there are 15 INVILs in operation in Jeju. The MOIS and Jeju Special Self-Governing Province (JSSGP) supported the budget for the INVIL project by matching the national and local governmental expenses, but the MOIS cut off the budget in 2019. For that reason, the JSSGP decided to terminate the financial support by 2024. Consequently, this study analysed the factors for self-reliance and vitalisation of the INVILs in Jeju following the termination of budget support from 2025. For factor analysis for the self-reliance of INVILs, the study assessed a logit model that uses the possibility of self-reliance as a dependent variable. Moreover, for factor analysis for the vitalisation of INVILs, it assessed a multinomial logit model that uses the response to the survey for business priorities as a dependent variable. Furthermore, for the overall analysis, it utilised the results of a survey of 50 main participants within the 15 INVILs in Jeju. As a result of the analysis, we concluded that it is difficult for the INVILs to satisfy both purposes of public interest and profiting at the same time. It is the biggest problem that INVILs currently experience. For that reason, we proposed to operate the project by thoroughly separating the purpose of public interest and that of profiting for the self-reliance and vitalisation of INVILs in Jeju.
