담배 및 주류 소비가 보건의료지출에 미치는 효과분석

국문 초록

본 연구의 목적은 담배와 주류의 소비에 있어서 가격변화에 따른 수요의 변화가 보건의료비 지출에 미치는 효과를 예측하고 이를 정책적으로 활용하는 방안을 찾는 데 있다. 이를 위하여 가구단위 미시자료를 활용하여 준이상수요체계를 구성하고, 추정방법으로는 중도절단 회귀법을 사용하였다. 추정결과 담배의 가격을 10% 인상하였을 때 보건의료수요는 -4.2%, 주류의 가격을 10% 인상하였을 때 보건의료수요는 -10%, 담배, 주류의 가격을 동시에 10%인상하였을 때, 보건의료수요는 -14.23%로 감소되는 것으로 파악되었다. 대표적인 중독성 재화인 담배와 주류의 소비는 가격에 통계적으로 매우 유의하게 반응하여 가격조절을 통한 소비억제정책이 효과적으로 작용할 수 있음이 확인되었고, 담배 및 주류의 가격인상이 보건의료수요를 감소시킴으로써 국민건강을 증진시킨다는 주장의 실증적 근거가 확인되었다.

영문 초록

The purposes of this study are to estimate the demand change effect of tobacco and alcohol consumption resulted in their price changes onto the health and medical care expenditure (hereafter, HMCE ), and to find out a plan to make a political use of it. we constructed AIDS(Almost ideal demand system) model using Korean urban households expenditure data and the estimation method is the Censored Regression in this study.The cross price elasticity which is estimated between consumption of tobacco and the HMCE is -0.42, which implies 10% of tobacco price increase will decrease 4.2% of the HMCE. The cross price elasticity which is estimated between alcohol and the HMCE is -1.004, which implies 10% of tobacco price increase will decrease 10.04% of the HMCE. Each of 10% price increases for tobacco and alcohol simultaneously will cause 14.23% decrease of the HMCE.Korea s tobacco and alcohol demand are negatively responsive to fluctuation in its price, respectively. The HMCE is also negatively related to tobacco and alcohol price fluctuation. These empirical outputs could be utilized as the basis of government s tax policy to control national tobacco and alcohol consumption in the future.
