국문 초록

최근 지방자치단체들은 4차 산업혁명시대를 맞이하여 스마트시티 플랫폼 구축을 위한 노력이 한창이다. 현재는 초기단계지만 최종적으로 완성도 있는 스마트시티 플랫폼 구축을 위해서는 장기적 관점에서 중소도시 차원의 스마트시티 구축을 위한 전략과 관련 산업생태계 조성이 필요하다. 본 연구에서는 경상북도 포항의 지역 특징과 고유성을 전제로 스마트시티 플랫폼 테스트베드로의 추진 사례를 분석하여, 스마트시티 플랫폼 구축을 위해 필요한 요인을 도출하였다. 본 연구에서 진행한 지역 중심 스마트시티 실증화 추진은 특정지역을 넘어 기술과 수요를 고려한 시장 개척에 전략적 시사점을 제시할 것으로 예상되며, 나아가 국가 대 국가 차원에서 개발도상국 가운데 국가주도형이면서 ICT기반서비스 추진이 시급한 도시를 중심으로 스마트서비스 수출화가 가능할 것으로 전망된다. 성공적인 스마트시티 플랫폼 구축과 스마트시티 플랫폼 수출을 위해 본 연구에서 도출한 결론은 첫째, 스마트시티 플랫폼 구축을 위해서는 시민참여형 리빙랩을 활성화하는 상호작용 서비스 시스템의 구축이 필요하다는 것이며, 둘째, 스마트시티 서비스 관련 국제 인증화가 필요하다는 것이다. 마지막으로 국내 및 국제 연계를 통한 스마트시티 구축 추진의 경험 공유를 통한 다양한 차원의 추진 전략의 수립이 필요하다는 결론을 도출하였다.

영문 초록

Recently, local governments have been making efforts to build smart city platforms in the era of the fourth industrial revolution. Although this is an early stage, efforts from a long-term perspective are needed to establish a complete smart city platform in the future. In particular, strategies for establishing smart cities at the small and medium-sized cities and the creation of related industrial ecosystems are needed. In this study, we studied the case of building smart city platform for promoting smart city platform in Pohang, North Gyeongsang Province. In particular, cases of the promotion of the test bed were analyzed focusing on the disaster and the citizens sense of restoration system based on the characteristics and uniqueness of Pohang area. We also identified the factors necessary for building smart city platforms. It is expected that this study s implementation of regional-oriented smart cities will provide strategic implications for developing markets that take technology and demand beyond specific areas into account. And it is expected that smart services will be exported to cities where ICT-based services are urgently promoted while being the head of state among developing countries. There are three main conclusions drawn from this study for successful smart city platform establishment and smart city platform exports. First, it is necessary to establish an interactive service system that enables citizen-participating Living Labs in order to build smart city platforms. Second, it was concluded that international certification related to smart city services is needed, and that it is necessary to establish strategies for implementing smart cities at various levels through sharing experiences in implementing smart cities through national and international links.
