낙동강생물자원관의 조건부가치추정 편익에 대한 사전 및 사후 결과 비교 및 정책적 시사점

국문 초록

사회적 또는 환경 편익을 발생시키는 시설에 대한 공공투자는 필요하다. 그러나 사전적 평가에 있어서 과다 또는 과소 추정을 고려하여 면밀하게 시행하지 않는 경우 예산의 낭비, 적절하지 못한 규모의 설비 투자 등 부작용이 발생할 수 있다. 그동안 우리나라의 공공투자에 대한 사후적 평가는 매우 제한적으로 존재하였다. 본 연구에서는 낙동강생물자원관의 사례를 대상으로 사전적 사회적 편익 추정 내역과 사후적 평가를 시도하였다. CVM 양분선택 모형으로 추정된 낙동강생물자원관의 환경편익은 가구당 연간 약 6176.6원, 연간의 국내 총 지불의사액은 98,118백만 원, 향후 10년간 총 지불 의사 금액의 현재가치는 7,396억 원으로 추정되었다. 사후적으로 실현된 방문객 수는 사전 추정된 방문객 수를 2배 이상 초과하는 과소 추정 경향을 나타냈다. 편익규모를 추정하는데 있어서는 가구 당 소득수준, 인구 및 가구의 구조적 변화, 환경 질에 대한 선호도 변화, 지역적 범위의 설정 등이 사전적 평가와 사후적 평가의 차이를 유발하는 요인으로 판단된다. 향후 확장된 시계열 자료를 확보하고 주기적으로 사후적 평가를 시행하여 공공설비투자 예산 집행의 효율성을 증대시키는 노력이 요구된다.

영문 초록

Public investment is necessary for the facilities inducing social benefits. We may overor underestimate the social benefit without considering major factors deciding benefits. This study attempts to analyze and to compare the ex ante and ex post estimation of social benefit on the Nak-dong River Biological Resource Center based on CVM. According to the ex ante estimation results, the WTP per household for the center is around 6176.6 won a year. Total annual WTP in Korea is estimated at 98,118 millions of won. Ex post visitors for the center is more than two times of ex ante estimation, mainly due to central and regional governments’ efforts and change in preference for the environmental goods. It is, however, possible that the ex ante estimation would overestimate visitors because of the model. In benefit estimate, we need to consider changes in income per household, changes in demographic and households structure, preferences for the environmental amenity, and specification of regional range. In addition, we need to establish extended time-series data enough to analyze influential factors and to implement periodical evaluation of ex ante and ex post estimation for the public facilities.
