국문 초록

본 연구의 목표는 역량 기반 교육과정 구성에 있어서 일부 대학과 전문대학이 도입하고 있는 NCS 직업기초능력의 성격을 규명하고 직업기초 능력 중 가장 주요하게 다루어져야 할 의사소통능력의 정의, 하위능력, 학습목표, 성취수준을 교수자용 매뉴얼과 교육과정 가이드라인 중심으로 고찰하면서 문제점과 대안을 살펴보는 데에 있다. 역량 기반 교육과정은 표층적으로 드러나는 지식과 기술만이 아니라 심층적인 태도와 가치관, 자아관까지도 포함하여야 하는데 현재의 직업기초능력은 이를 충분히 고려하고 있지 못하다. 예를 들어 가이드라인에 따르면 특정 직무에 필요한 최소한의 직업기초능력만을 선정하여 학과에서 가르치거나 교양교과목으로 편성하고 있지만 실제로는 전공과목처럼 편성되어 관련 교육이 이루어지고 있다. 예를 들어 의사소통능력의 경우 하위능력은 문서이해, 문서작성, 경청, 의사 표현, 기초외국어 능력으로 이루어져 있다. 이는 맥락과 상황을 충분히 고려하지 않은 구성이다. 게다가 하위능력의 학습 목표는 형식적으로 기술되어 있어 교육 현장에서 지식 전달 위주의 수업으로 구성되기 쉬우며 성취수준은 학력에 따라 기술되고 있어 역량을 중시하는 NCS의 취지와도 배치된다. 따라서 이에 대한 전면적인 수정, 보완 작업이 이루어져야 한다. 예를 들어 의사소통능력 개선안은 맥락과 설득과 협상력 등을 고려하면서 학습자 중심의 수업이 이루어지도록 설계되어야 한다.

영문 초록

The purpose of this study is to identify the nature of NCS vocational basic competencies that some universities and colleges adopt in the composition of competency-based curriculum, and to define the communication skills that should be dealt with the most important of the basic competencies. The purpose of this paper is to examine the problems and alternatives, focusing on the goals and achievement levels centered on the instructor s manual and curriculum guidelines. Competency-based curricula should include not only knowledge and skills but also attitudes, values, and self-esteem, but current vocational competencies are not fully considered. For example, according to the guidelines, only the minimum occupational basic competencies required for a specific job are selected and taught in the department or organized as a liberal arts subject. In the case of communication skill, the subordinate comprehension consists of document understanding, document preparation, listening, expression, and basic foreign language skills. Learning objectives are formally described, so it is easy to organize knowledge-oriented classes, and achievement levels are described according to educational background, which is contrary to the intention of NCS. Therefore, it is necessary to make a full correction and complementary work, and that the improvement of communication competencies should be designed to be learner-centered class considering the context, persuasion and negotiation power.
