피란수도 부산유산의 세계유산 등재 전략에 관한 연구

국문 초록

유네스코 세계유산협약의 운용과정에서 드러난 불균형 시정의 일환으로 글로벌 전략이 도입된 이후, 급변하는 등재 경향에 걸 맞는 협약 당사국의 대응이 요구되고 있다. 그 중 대한민국 최초의 근대유산으로 세계유산 잠정목록에 조건부 등재된 ‘한국전쟁기피란수도 부산의 유산(이하 피란수도 부산유산)’은 단절된 근현대사의 기억을 복원하는 매개체라는 점에서 학술 담론과 정책 수립의 필요성이 절실하다. 한편 2017년 문화재위원회 심의에서 비교 분석 강화와 유산 선정 논리 입증, 피란민 구성요소 보완이 지적된 바있어, 본 연구는 이에 중점을 두고 일본의 근대유산 등재 사례를 고찰하여 시사점을 도출했다. 나아가 피란수도 부산유산의 세계유산 등재를 위한 이론 및 방법론적 전략을 제언했으며 주요 내용은 다음과 같다. 첫째, 피란수도 부산유산의 탁월한 보편적 가치의 구체적인 논리를 마련했다. 본 유산은 전쟁의 상흔에서 재건 및 평화, 상생 등 인류애를 지향하는 다층적 팰림세스트(palimpsest)라는 점에서 유네스코의 설립 취지와 세계유산의 보편 이념과 상통한다. 이에 따라 본 유산을 피란민과 기존 시민, 정부, 유엔군의 다성적 목소리가 투영된 ‘기억유산’으로 접근하여 유산 당사자들을 ‘회복탄력성 있는 공동체(resilient community)’라는 내러톨로지의 핵심 주체로 나타낼 것을 제시했다. 또한 피란민 생활상 구성요소로 아미동 비석마을과 전시 교육·국난 극복의 구심점이 된 초량교회를 제안했다. 둘째, 구성요소 간 유기적 연계성을 관계도로 도식화하여 평화 수호를 위한 회복탄력적 공동체의 증거임을 등재신청서에 나타내도록 강조했다. 셋째, 4가지 관점에 입각한 비교연구의 일례로 프랑스·벨기에가 등재 추진 중인 잠정유산을 선정하고 세계인문학포럼 등 국제 학술의 장에서 피란수도 부산의 의의를 전파할 것을 제언했다. 넷째, 22개 참전국 연구 기관과의 협업과 유네스코 역사도시경관(Historic Urban Landscape) 권고에 부합하는 보존관리체제 구축을 통해 사회적 총의를 확장할 것을 강조했다. 마지막으로 물증 확보를 위해 세계기록유산센터와 연계하여 피란 기록을 세계기록유산에 등재함으로써 세계유산 등재의 선순환 효과를 전망했다. 종합하여 본 연구는 피란수도 부산유산의 세계유산 등재에 필요한 정책 방향을 제시하여 궁극적으로 세계유산의 학술적 기반을 정초하는 데 기여하고자 한다.

영문 초록

Since the implementation of the Global Strategy to redress the imbalance in the operation of the World Heritage (WH) Convention, States Parties have been coping with the changing trend of the inscription. In this respect, this study focuses on the Sites of the Busan Wartime Capital during the Korean War, which is expected to be on the WH Tentative List. Given that this case is a vehicle for restoring the memory of modern history, there is a pressing need for related research. As the results of the 5th Committee on Cultural Heritage Review in 2017 pointed out the enhancement of the comparative analysis, the logic of selection of sites, and the supplementation of components related to refugees, the present study analyzed the relevant cases of Japan to derive the implications. Furthermore, the research suggests the strategy of inscribing the Sites of the Busan Wartime Capital and policy recommendations as follows. First, the paper presents a concrete logic of the Outstanding Universal Value interpretation of Busan city as a wartime capital. Since this case is a multi-layered palimpsest inextricably interwoven with humanity, peace, and co-prosperity, it resonates with the preamble of UNESCO and the ideology of the WH. Accordingly, the paper introduces the approach of Sites of Memory that reflects the multi-vocality of the refugees, existing citizens, the government, and the UN forces, indicating the main character of the heritage as the key players in the resilient community. In specific, the research proposes the Choryang Church as a component of refugees, along with Ami-dong Bi-seok village. Second, the paper suggests illustrating a correlation link among multiple components in the nomination dossier. Third, it proposes the comparative analysis based on four aspects and takes the transnational site of France and Belgium as a valid example. Fourth, this study emphasizes the public awareness of conservation through the establishment of a preservation management system in line with UNESCO s recommendation on the Historic Urban Landscape (HUL). In conclusion, this paper will ultimately contribute to lay a foundation for the discipline of WH studies by preemptively presenting the cultural policies necessary for the inscription of “Sites of the Busan Wartime Capital” on the WH List.
