주민자치위원회 운영 활성화에 관한 연구

국문 초록

제주는 2006년 7월 1일 전국 최초 행정체제개편으로 시군이 폐지되었다. 시군이 폐지되었다는 것은 주민이 민원이나 지역의 개선사항에 대한 건의 할 수 있는 기관이 없어진 것으로 43개 읍면동 주민센터와 주민자치위원의 역할이 타 지역에 비해 높다고 볼 수 있다. 특히, 제주는 제주특별법에서 주민자치위원의 활동을 보장하고 있으며, 제주특별자치도 주민자치센터 설치·운영 조례에서 주요 기능을 명문화 하고 있지만 실질적인 주민의 대표자와 행정기관의 협력자로서의 주민자치위원의 역할과 기능은 미흡하다고 볼 수 있다. 이에 본 연구는 제주특별자치도 43개 읍면동 123명의 주민자치위원의 주민자치위원회 구성관련 인식, 주민자치위원회 운영관련 인식, 주민자치위원회 역량교육 관련 인식, 주민자치센터 운영 관련 인식이 주민자치위원활동 만족도에 미치는 영향 관계를 살펴보았다. 주민자치위원 활동 인식과 만족에 관한 관계를 살펴 본 결과 . 주민자치위원 활동 만족에 영향을 주는 주요 요인은 주민자치위원회 구성관련인식 α=0.1, 주민자치위원회 운영관련 인식 α=0.01, 주민자치센터 운영 관련 인식 α=0.1 수준에서 통계적으로 유의한 것으로 나타났다. 제주특별자치도 주민자치위원회 활성화를 위한 전략으로는 첫째, 주민자치위원 구성과 관련하여 제주특별법에서 보장하고 있는 각계각층의 인원으로 구성과 공모과정의 투명성 확보가 필요하다. 둘째, 주민자치위원회 운영과 관련하여 형식적 주민자치위원 회의방법 탈피와 투명한 의사결정과 결정사항에 대해서는 행정기관의 반영비율 확대가 필요하다. 특히 사무기구 설치를 통한 유급직원 확보와 주민자치위원회가 주도적으로 사업 추진이 가능한 사무 위탁이 필요하다. 셋째, 주민자치센터 운영과 관련하여 주민자치센터 시설에 대한 인적·물적 자원 확보와 지역 특성에 부합하는 프로그램 개발과 운영이 필요하다. 넷째, 주민자치위원 역량 강화 교육 부문은 형식적인 교육 훈련에서 벗어나 주민자치위원이 교육을 통해 주민자치 활동에 기여할 수 있는 적시성 높은 프로그램이 필요하다.

영문 초록

By the reorganization of the administrative system in July 1, 2006, Jeju Province eliminated si and gun. The fact that si and gun were eliminated meant that the roles of resident self-rule centers of 43 eup, myeon, and dong and members of self-rule committees have become more important than in other provinces. In particular, the Jeju Special Law guarantees activities of members of self-rule committees, and the Ordinance on Establishment and Management of Resident Self-Rule Center of Jeju Special Self-Rule Province stipulates major functions of self-rule committees. But, the roles and functions of members of self-rule committees as representatives of residents and those who cooperate administrative organizations are not active. Thus, this study did survey to 123 members of self-rule committees in 43 eup, myeon, and dong, and examined the effects of their consciousness on organization of resident self-rule center and management of such a center and on capacity education of those members on their satisfaction with such activities. The examination of the relationship between activities of members of self-rule committees and their satisfaction showed that what affect their satisfaction with activities are consciousness on organization of resident self-rule center (α=0.1), consciousness on management of such a center (α=0.01), and consciousness on management of such a center (α=0.1). As strategies to activate resident self-rule committees of Jeju Special Self-Rule Province, the followings are important. First, it is necessary to have transparency in organizing and recruiting members of self-rule committees as stipulated in Jeju Special Law. They should represent all sectors of the society. Second, in running the committee, the meetings should be real, and decisions should be made transparently, and the decisions should be adopted in administrative organizations. In particular, the paid office workers should be secured by establishing the office for the committee, and the committee should promote its own project by commission of the administrative organization. Third, in running resident self-rule center, it is necessary to secure personnel and physical resources for the facilities of resident self-rule center, and develop and run programs suitable to local characteristics. Forth, on capacity improving education of members of self-rule committees, it is necessary to develop programs which can really contribute to resident self-rule activities of those members.
