국문 초록

본 연구는 목적사업비 배분에 정치적 영향요인이 작용하는지를 실증한다. 이를 위해 수도권과 충청·경상·전라도 교육청의 공립초등학교를 대상으로 목적사업비 결정요인을 실증 분석하였다. 이를 위해 2011년~2017년 공립초등학교 목적사업비 결산내역을 확보하고, 목적사업비 배분의 영향요인을 확인하기 위해 독립변수를 학교특성변수와 정치적 변수로 구분하였다. 단위학교의 인적·물적 요소와 교육프로그램, 지역특성은 통제변수로 설정하였다. 특히 교육감의 정치적 영향력을 확인하기 위해 선거 전·후 학생 수, 학생1인당 학부모부담경비의 상호작용항을 추가하였다. 분석방법으로 고정효과모형을 사용하였다. 연구결과는 다음과 같다. 첫째, 초빙교장이 재직하는 학교가 상대적으로 목적사업비를 더 확보하고 있다. 둘째, 진보와 보수 교육감 여부와 관계없이 선거직전 연도에 목적사업비를 더 배분함을 확인하였다. 이를 통해 목적사업비 배분 목적 외에 정치적 영향력이 작용함을 확인하였다. 본 연구는 단위학교 재정의 하나인 목적사업비에 대해 주목했다는 점, 목적사업비 배분에 정치적 영향력이 작용함을 실증하였다는데 의의가 있다. 특히 선거를 앞두고 기대득표를 극대화하기 위해 학교규모가 크고, 사회·경제적으로 여건이 우수한 지역에 우선적으로 목적사업비를 배분하는 행태를 실증하였다는데 의의가 있다.

영문 초록

This study examines the effect of political influence on the allocation of targeted funding in the field of education policy. For this purpose, empirical analysis was conducted on the determinants of targeted funding for public elementary schools located in the metropolitan area, Chungcheong, Gyeongsang, and Jeolla Province. For the empirical analysis we collected the financial expenses of public elementary school from 2011 to 2017 FIY. In the analysis we divided independent variables into two groups: school characteristics, political variables. Human and physical factors, educational programs, and regional characteristics at the schools level were included in the analytical model as control variables. In particular, to confirm the political influence on the targeted funding, we added the interaction effect of the number of students, before and after the election period, and the parental expenses per student into the model. The fixed effect model was used as an analytical method. The research results are as follows. First, the school where the externally employed principal is working has secured more amount of targeted funding. Second, it was confirmed that the targeted funding was allocated more in the year immediately before the election regardless of political orientations of superintendent(i.e., progress and conservative parties). This result indicates that the political influence affects the allocation of targeted funding in addition to the original purpose of the funding. This study provides some implications in that political influence play a sufficient role in resource allocation process. Particularly, it is meaningful to reveal that political favor political allocation exists to maximize the expected votes ahead of the election, and allocated funding tends to go more to regions that have large schools and excellent social and economic conditions.
