국문 초록

본 연구는 공공갈등의 경우 갈등관리의 전 과정에 어떤 요인이 영향을 미치는지를 탐구하기 위해 서울시 청계천 복원사업과 밀양시의 송전탑건설 사례를 분석하였다. 공공갈등 관리에 관한 주요 분석변수로 절차의 투명성, 조정기구와 소통채널, 실질적인 참여의 보장, 보상, 리더십 및 외부 행위자를 선정하였다. 분석 결과, 공공사업 추진과정에서 주민들의 의견을 충분히 수렴하기 위해서는 세미나, 위원회, 협의체 운영 등이 필요하고, 공식적·비공식적 대화 채널을 통한 소통이 신뢰 구축에 기여하는 것으로 조사되었다. 보상은 법령에서 정한 보상기준보다는 이해당사자들의 의견이 반영된 보상안이 갈등 해결에 영향력을 미쳤다. 공청회 및 주민설명회의 경우 제도적인 근거 보다는 실질적 참여 보장이 주요한 요건이었다. 강력한 리더십은 협상을 성공적으로 이끌어내는 데 주요한 요소였다. 또한, 사회여론은 협상에 간접적 영향을 미치고, 시민단체는 직접 당사자로서 개입할 때 갈등관리에 영향을 미치는 것으로 나타났다. 본 연구의 시사점은 공공갈등관리에 있어서 갈등당사자들에 대한 인정과 존중, 갈등당사자들 간의 정보비대칭 문제의 해소, 외부행위자인 의회·언론·시민단체 등의 적극적 역할과 중립성 확보가 중요하다는 것이다.

영문 초록

This study investigates the cases of the restoration of Cheonggye-stream in Seoul and the construction of Power-line tower in Miryang to look into what factors affect the whole process of conflict management in the case of public conflict. Transparency of procedure, coordinating body and channel of discussion, substantial guarantee of participation, compensation, leadership and external agents are chosen as major variables. The results show that taking enough opinions from various strata of society into consideration requires seminars, committee, and operation of consultative groups, and building trust needs communication through formal and informal channels greatly. Compensation which was reflected by opinions of interest parties has more impact in resolving conflicts than the compensation criteria which was determined by law. Open forum and community meetings should be guaranteed by substantial participation rather than systemic rationale. Decisive leadership is the factor which leads to negotiation successfully. Also, social opinions have an indirect influence in the negotiation process and the intervention of NGO as direct interests affects conflict management. The implication of this study is that; for the management of public conflict, conflict parties are acknowledged and respected, problems of asymmetric information among conflict parties should be solved, and active role and neutrality of council, press, NGO, etc. which are outside actors are required.
