국문 초록

국내 전력공기업들은 국내 전력시장의 성장이 정체기에 접어들면서 새로운 성장동력 창출을 위하여 해외 IPP 사업에 적극 나서고 있으며 민간 건설업체들도 전력회사와 컨소시엄을 구성해 EPC와 연계된 사업을 적극 추진하고 있다. 그러나 해외진출 기업들의 해외진출과 관련된 리스크를 감소시키고 수익을 극대화하기 위한 연구는 미진한 편이다. 따라서 해외진출을 위한 사업자의 재정적·경제적 타당성과 관련된 여러 측면의 연구가 진행되어야 한다. 본 연구는 해외진출에 적극적으로 노력하고 있는 발전 공기업들의 기준수익률 분석과 관련한 기존의 산정방식에 대하여 살펴보고 개선점을 제시하여 공기업들의 해외 진출과 관련된 의사결정과정에서의 합리성을 도모할 수 있을 것이다. 그동안 한국전력공사는 기준수익률을 산정할 때 미국 국채를 기준으로 기본수익률과 국가임대료, 사업리스 등을 추가해 신용보강을 적용했다. 그러나 대부분의 기업이 외부 자금을 조달하여 사업 개발을 추구함에 따라 가중평균자본비용(WACC)을 적용해야 하며, 그 결과 회사는 해외 사업을 기반으로 수익률을 개선할 수 있을 것이다.

영문 초록

In Korea, KEPCO and affiliates are actively engaged in overseas IPP projects to generate new growth engines as growth in the domestic power market has entered a stagnant period, and private builders are actively pursuing projects linked to EPCs. However, research to reduce risks associated with overseas advancement and maximize profits, coupled with such efforts by state-run companies and others, is still lacking. Therefore, a number of aspects related to the financial and economic inertia of operators for overseas advancement should be studied. This study will examine existing calculation methods related to the analysis of the base rate of the developed public companies actively striving for overseas advancement and provide improvement points so as to promote rationality in the decision-making process related to the overseas expansion of public enterprises. Until now, Korea Electric Power Corp. applied credit enhancement by adding basic yield, state rent and business lease based on U.S. government bonds when calculating However, as most enterprises seek to develop their business by raising outside funds, weighted average capital expense (WACC) should be applied, and as a result the company will be able to improve its return on the basis of its overseas business
