사망자가 발생한 공동주택 화재의 현황과 특성 연구

국문 초록

공동주택은 우리나라 주거형태의 절반 이상을 차지하고 있다. 화재 또한 최근 10년간 모든 용도 중에서 가장 많이 발생하고 있고, 화재로 인한 사상자도 가장 많이 발생하고 있는 실정이다. 이는 공동주택이 주거용도로서 화재하중이 많고, 주방과 난방 등 점화원의 역할을 할 수 있는 시설이 설치되고, 무엇보다 재해약자들이 거주하고 있는 것에 기인하는 것으로 판단된다. 따라서 본 연구에서는 소방청 화재조사 자료를 토대로 최근 5년간 공동주택에서 화재로 인해 사망자가 발생한 화재를 발생건수 및 사망자수, 발화층, 화재원인 등을 공동주택 유형별로 교차 분석하여 사망자가 발생한 공동주택 화재의 특성을 분석하였다. 사망자가 발생한 공동주택의 화재에서 아파트가 화재와 사망자 발생에서 가장 높은 비율을 차지하고 있으나 세대수 비율대비 사망자 발생 화재 비율이 낮고, 다세대와 연립주택은 상대적으로 높은 것으로 조사되었다. 화재시 대부분의 사망자는 발화층과 발화세대 내에서 발생하고 있다. 화재원인에서는 미상과 방화가 매우 높은 차별적 특성을 보이는 것으로 조사되었다.

영문 초록

Apartment houses represent more than half of the housing in Korea and fire has occurred the most in apartment houses over the past 10 years, resulting in a significant number of deaths. This arises from the fact that the apartments contain large fire loads with high residential occupancy for vulnerable people, and facilities that can act as a source of ignition, such as kitchen and heating. Therefore, based on the fire investigation data collected by the National Fire Agency, the characteristics of fire in apartment houses in terms of deaths were analyzed herein via cross-analysis for the last five years, including the floor of ignition, and the cause of fire in each type of apartment. Regarding fires in residential houses and associated deaths, apartments represented the highest rate of occurrence of fire and deaths. However, the rate of fires with deaths was low compared to the number of households, while the rates for multi-family and row houses were relatively high. When fires occurred, most deaths occurred within the floor and household where the fire started. In addition, regarding the cause of fires, unidentified and arson-related causes showed significantly different characteristics.
