국문 초록

Uhrich Beck이 현대사회를 위험사회로 정의한 데서 볼 수 있듯이 제4차 산업혁명은 과학과 산업경제의 발전을 이끌고 있지만 그와 더불어 다양한 위험 요소를 갖는다. 그 위기들 가운데 가장 근본적인 것은 ‘인도주의의 위기’이다. 이러한 맥락에서 우리는 묻는다. 제4차 산업혁명이 초래할 수 있는 인도주의 위기가 정확히 무엇일 수 있으며 그러한 위기에 우리는 어떻게 대처할 것인가? 이 문제에 답하기 위하여 우리는 역사적 관점에서 산업혁명과 인도주의의 관계를 살펴보고, 우리나라 인도주의의 발달을 적십자 운동의 틀에서 추적한다. 이를 바탕으로 4차 산업혁명이 가져 올 수 있는 인도주의 위기에 대하여 우리는 다음 세 대처 방안을 제시하고 옹호한다. 첫째, 인도주의 활동을 지속적으로 발전시키기 위하여 디지털 데이터 기반의 지수개발 및 플랫폼 구축의 필요하다. 둘째, 4차 산업혁명의 신기술을 재난현장에 적극 도입할 것과 사이버공간과 신기술분야에 국제인도법의 확장이 필요하다. 셋째, 디지털 시대에 부합하는 인도주의 교육 프로그램의 개발 및 보급이 필요하다.

영문 초록

As we can see from Urich Beck s definition of modern society as a dangerous society, the Industrial Revolution, though it led to the development of science and the industrial economy, has also created various crises. Among them, the most fundamental is the crisis of humanitarianism. In this regard we ask: What are the precise crises of the Fourth Industrial Revolution, and how should we cope with them? With a view to answering these questions, we take a historical perspective to investigate the relationship between industrial revolutions. Additionally, we explore the development of the Korean Red Cross. On the basis of our consideration of the crises at issue, we present and defend the following three suggestions: First, in order to advance the activities of humanitarianism, we require index development and platform-building based on digital data. Second, we need to apply new technologies to the activities of disaster management in order to facilitate an expansion of international law. Third, we need to create new education programs in accordance with the digital age.
