검정 한국사 교과서를 둘러싼 ‘편향성’ 논쟁의 딜레마

국문 초록

본고는 검정 한국사 교과서를 둘러싼 ‘편향성’ 논쟁에서 포착되는 딜레마에 대해 고찰하였다. 그동안 우리나라 역사교과서 발행제도 연구에서는 대체로 국정제의 문제점을 비판해왔다. 그리고 교과서 서술의 다양성과 교과서 발행의 자율성을 확보하는 방향으로의 변화를 바람직한 것으로 여겨왔다. 제7차 교육과정기의 고등학교 『한국 근ㆍ현대사』교과서가 검정제를 통해 발행되었고, 이때부터 검정 한국사 교과서를 둘러싼 ‘편향성’ 논쟁이 벌어졌다. 정치권력이 ‘편향성’을 지적하며 검정제에 대해 부당한 개입을 시도하였고, 이에 대한 반발로 역사교과서의 ‘정치 도구화’라는 비판이 제기된 것이다. 논쟁의 초기에는 정치권력이 ‘편향성’을 지적하며 문제 삼았던 교과서의 방어를 위해 다양성과 자율성의 논리가 강조되었다. 그러나 이후 정치권력이 비호하고자 했던 교과서의 비판을 위해 ‘편향성’의 논리가 강조되면서 다양성과 자율성의 논리가 부차화되었다. 이는 다양성과 자율성을 확보해야 한다는 논리만으로는 논쟁의 해결점을 찾기 어렵다는 것을 보여준다. 따라서 역사교과서의 ‘정치 도구화’에 대한 비판을 넘어 역사와 정치가 불가분의 관계에 있음을 전제하고 어떠한 역사인식도 시시비비가 없을 수 없다는 점을 명확히 인지할 필요가 있다. 특히 역사교육의 차원에서는 바람직한 역사인식을 배타적으로 규정해두기보다는 학생들이 역사인식의 생성･수용 절차 및 과정을 객관화하여 탐구할 수 있도록 유도하는 방안이 모색되어야 할 것이다.

영문 초록

The paper considered the dilemma in the ‘bias’ controversy over government-authorized Korean history textbooks. Until now, the government publication system has been largely criticized in the study of the Korean history textbook issue system. Also, a shift toward securing diversity in textbook narratives and autonomy in textbook publishing has been considered desirable. A controversy over ‘bias’ has erupted as high school “Korean Modern History” textbooks were published through the government-authorized publication system. Political authorities attempted to intervene unjustly in the government-authorized publication system, which was strongly criticized. In the beginning, the idea of diversity and autonomy was emphasized for the defense of the textbooks which had been disputed by political power pointing out their ‘biased’ narratives. Since then, however, the title of ‘bias’ was emphasized to criticize the textbooks that the political authorities had sought to protect as the idea of diversity and autonomy was diminished. This shows that the idea of diversity and autonomy alone is not enough to find a solution to the controversy. Therefore, it is necessary to clearly recognize that no historical perspectives are free from an argument, assuming that history and politics are inseparable. In history education, students should be encouraged to inquire into the processes of generating and accepting the historical perspective objectively.
