현행 시간제등록제의 운영 실태와 개선방안 탐색

국문 초록

본 연구는 일반학습자가 대학에 개설된 교과목을 수강하고 학점은행제를 통해 학점을 인정받을 수 있도록 대학의 문호를 개방하는 제도인 시간제등록제의 운영 현황을 파악하고 제도의 활성화를 위한 개선방안을 도출하기 위해 수행되었다. 시간제등록제의 실태와 문제점을 파악하기 위하여 첫째, 시간제등록생을 대상으로 온라인 설문조사를 실시하였으며, 둘째, 시간제등록제를 운영하는 대학 전체를 대상으로 기초통계 조사를 하였다. 셋째, 시간제등록제를 운영하는 3개 대학을 방문하여 담당자를 면담하였으며, 넷째, 시간제등록제 개선방안 마련을 위해 평생교육체제 지원사업을 수행하고 있는 5개 대학을 방문하여 담당자 면담을 실시하였다. 연구결과 본 연구에서는 현 시점에서 시간제등록제의 역할을 학점은행제 학점취득의 보조적 수단에서 확대하고, 대학을 기반으로 하는 탄력적․개방적 성인친화적 프로그램의 교두보로 활용할 것을 제안하였다. 이를 위해 수익 창출 목적의 시간제등록 질 관리, 새롭게 대두된 평생교육 제도와의 연계 강화, 특히 평생교육체제 지원 사업에서의 시간제등록제 활성화를 단기적 개선방안으로, 중장기적 개선방안으로는 국가역량체계 내에서 다양한 평생교육 기제의 종합적 제공 및 질 관리 체계의 구축을 제시하였다.

영문 초록

The purpose of this study is to make policy suggestions regarding how to restructure the role and function of current university part-time enrollment policy in which adult learners study subjects provided by universities and gain credits for their future degree attainments. The data for this study were gathered from (1) the interviews with staff running the University Part-time Enrollment Policy at the 5 universities selected by the researchers; (2) the questionnaire for adult students currently participating in this program. The results of study suggested that the role and function of the University Part-time Enrollment Policy should be reorganized from the current secondary means of obtaining credits under the credit bank system to a kind of a bridgehead to develop more flexible adult-friendly programs at universities. To this end, first, the quality control of the programs for purpose of revenue generating at individual universities, and strengthening the tie between the university part-time enrollment policy and Pyung-Che-Dae-Hak system(the separate academic unit established for educating adult learners within a university) were recommended for short-term consideration; Second, more diverse and quality-assured programs gearing towards obtaining credits and qualifications within more comprehensive national qualification framework were proposed as a medium and long-term improvement.
