국문 초록

이 논문은 포츠담 회담과 포츠담 선언에 대한 명확한 역사적 사실을 규명하고 포츠담 선언과 한국 독립의 연관성을 분석하려는 목표를 가지고 있다. 포츠담 회담은 1945년 7월 27일부터 8월 2일까지 포츠담에서 미국, 영국, 소련의 정상들이 이차세계대전 이후 유럽의 전후질서 구축 문제를 논의한 회담이었다. 회담은 평화조약 체결 준비, 독일점령통치 및 배상문제, 폴란드 문제 등에 대한 광범위한 합의를 이끌어내었지만, 그 합의들은 참가국들의 견해 차이 때문에 미봉책의 합의 밖에 되지 못했다. 포츠담 선언은 포츠담 회담 기간 중인 1945년 7월 26일 미국, 중국, 영국의 정상들이 태평양전쟁에서 일본의 항복을 요구하는 연합국의 최후통첩이었다. 그것은 미국 정부의 주도로 준비되었다. 일본 항복의 조건들이 포츠담 선언의 핵심 내용이었다. 포츠담 선언은 포츠담 회담의 의제와는 무관한 사건이었기 때문에 두 사건은 성격이 다른 별 개의 구별된 사건으로 파악되어야 한다. 포츠담 선언의 8조에는 한국을 독립시키겠다는 국제적인 약속이 포함되어 있었기 때문에 포츠담 선언은 한국 현대사의 중요한 문서들 가운에 하나이다. 한국 독립의 국제적 약속은 한국의 즉각적인 정부수립을 의미하지 않았고 최대 5년 정도의 신탁통치를 가정하고 있었다. 대한민국 정부수립 문제에 대한 올바른 해명을 위해서 그 문제에 대한 국제관계 맥락에서의 연구가 여전히 요구되고 있는 실정이다.

영문 초록

This paper aims to establish a clear historical facts about the Potsdam Conference and the Potsdam Declaration and at the same time has the goal to analyze the relevance of the Potsdam Declaration to the Independence of Korea. At the Potsdam Conference, which was during July 27-August 2, 1945 in Potsdam held, the summits of the United States, Britain, and the Soviet Union discussed the problems of post-war order in Europe after World War II. Although the Conference led to comprehensive agreements on the preparation of peace treaties, the German occupation rule and reparation issues, the Polish problem, etc., those agreements were more or less the makeshift settlement because of differences of opinion of participants. The Potsdam Declaration at July 26, 1945 was an ultimatum of United States, China, and Britain to Japan, which demanded the surrender of the Japanese in the Pacific War and offered terms of the Japanese surrender. It was prepared by the initiative of the US government. But the Potsdam Declaration did not belong to the agenda of the Potsdam Conference. Therefore The Potsdam Declaration and the Potsdam Conference should be considered as two different events by nature. The Article 8 of the Potsdam Declaration contains the international commitment of the independence of Korea. It is in this respect one of the important documents of Korean comtemporary history. But this international commitment did not mean the immediate establishment of Korean government. It presupposed a trusteeship of Korea at least five years. In order to explain the establishment of the Government the Republic of Korea, research of this question in the context of the international relationship is still required.
