국문 초록

독일 민족주의와 관련하여 중요한 의미가 있는 작품인 ‘니벨룽겐의 노래’의 소재는 그 원류가 게르만족 대이동의 시대까지 소급되는데, 당시에 짤막한 단가 형태였던 여러 상이한 영웅담들이 구비, 전승되면서 발전해오다가, 1200년경에 이르러 오늘날 우리가 알고 있는 대서사시의 형태로 정리된 것이다. 이러한 ‘니벨룽겐의 노래’는 독일민족의 정체성을 추구하고 반(反)프랑스적인 애국주의를 고양하기 위해 인용되고 해석되었다. 민족주의는 민족이란 개념과 밀접한 연관을 맺고 있으며, 한 민족의 공동체 정신에서 비롯된 심리적 현상이다. 독일에서의 민족운동은 영방(領邦)으로 분할되어 있었기 때문에 프랑스 혁명 전에는 거의 불가능했었다. 프랑스 혁명은 자유와 평등의 사상과 함께 민족국가의 이념을 독일로 전파시켰다. 이렇게 해서 인도주의와 계몽 등 보편적 목표를 추구하던 문화민족 주창자들의 애국주의가 차츰 국가 정치적인 민족주의로 전환하기 시작하였다. 1871년 1월에 프로이센은 프랑스와의 전쟁에서 승리함으로써 통일을 달성할 수 있었다. 그러나 계층․종교 간의 분열로, 독일 내부에서 정치․제도적 측면 이외에 사회․문화적 통합을 바라는 요구가 등장하였다. 독일 제국 시기 전개된 문화투쟁은 교회정책적, 국제정치적, 국내정치적 문제 등 당시 매우 복잡한 상황들과 관련을 지니고 있어, 보는 관점에 따라 여러 다른 해석을 제기해 왔다. 전체적인 독일 사회 변화의 흐름을 명확히 이해하기 위해서는 사회, 정치적인 구조뿐만 아니라 이에 대한 문화적인 대응, 시민들의 반응 등 여러 영향력이 이루어내는 총체적인 현상을 파악해야 한다. 그리하여 문화투쟁도 비스마르크가 갑작스럽게 벌인 사건이라기보다는, 19세기 중반부터 독일사회에 존재했던 정치, 경제, 사회, 문화 방면에서 일어난 여러 문제들의 상관관계 속에서 다양한 접근방법을 통해 그 의미와 내용을 파악해야 할 것이다. 본 논문에서는 ‘니벨룽겐 신화’로 대표되는 독일 민족주의의 형성과정을 살펴보고, 빌헬름 독일 제국의 성립시기 비스마르크의 통일 정책이 문화적 통합으로 이어지지 못한 부분을 고찰하여, 미완의 문화통일 정책인 ‘문화투쟁(Kulturkamp)’의 면모-왜 비스마르크의 정책이 문화정책((Kulturpolitik)으로 불리지 못하고 ‘문화투쟁(Kulturkamp)’으로 평가받는지-를 살펴보고자 한다.

영문 초록

A material of Nibelungen s song, which is a work with a very important meaning in relation to German nationalism, is gone back its origin even to the period of the Germanic people s great migration. Many different epic tales, which had been a short-poem pattern in those days, had been developed with being handed down orally to be transmitted, and then are those that were arranged in the form of a great epic poem with reaching around the year of 1200 about which we are knowing today. In this way, ‘Nibelungen s song’ was cited and analyzed in order to pursue identity of the German nation and to enhance the anti-French patriotism. Nationalism is closely associated with a concept called ethnic group and is a psychological phenomenon originating from the spirit of community in one race. The national movement in Germany had been federally divided, thereby having been almost impossible prior to the French revolution. The French revolution did spread ideology of the national state along with the thought of freedom and equality to Germany. In this way, the patriotism of cultural-nation advocates, who had pursued a universal goal such as humanitarianism and enlightenment, began to be gradually changed into the nationalism based on national politics. On January of 1871, Preussen could achieve unification through winning the war with France. However, owing to a division among classes and among religions, a demand appeared for desiring the social and cultural integration other than the political and institutional aspect inside Germany. The Kulturkamp, which was developed in the period of the German Empire, is related to very complex situations in those days such as church policy-based, international policy-based, national policy-based issue, thereby having been raised many different interpretations depending on the viewpoint. To clearly understand a general flow of a change in German society, there is a need to grasp the overall phenomenon that is made by many influences such as cultural response to and citizens reaction to this as well as social and political structure. Hence, even the Kulturkamp happened in the directions of politics, economy, society and culture that had existed in German society from the mid-19th century, rather than an event that was suddenly made by Bismarck. Thus, its meaning and contents will need to be understood through diverse approaches amidst a correlation among many problems. This study inquires into the process of forming German nationalism, which is represented as Nibelungen myth, and considers a part that Bismarck s unification policy failed to be achieved cultural integration in the period of establishing Wilhelm s German Empire. Accordingly, the aim is to examine the aspect of ‘Kulturkamp,’ which is the unfinished cultural unification policy, and the reason why the Bismarck s policy is evaluated as ‘Kulturkamp with failing to be called as Kulturpolitik.
