국문 초록

본 연구는 치수 사업에서의 다양한 경제성 평가 방법을 비교 및 고려하여 방안을 도출하고 그에 따른 최적 사업 우선순위를 결정하고자 한다. 경제성 평가는 치수 수립 단계에서 고려되어야 하는 필수적인 요소이며 치수 사업의 우선순위 결정에서 사업의 타당성과 재해 방지를 통한 편익을 합리적으로 분석해주는 방법이다. 따라서, 현재 치수 상황 및 예산과 부합하는 경제성 평가 방법을 도출하여 효율적인 사업 우선순위를 정립할 필요가 있다. 이를 위해, 본 연구에서는 충청도 28개 시·군을 대상으로 개선법을 이용하여 DB를 구축한 뒤, 편익/비용(B/C), 순현재가치(NPV), 내부수익률(IRR)의 3가지 경제성 평가를 비교하였으며, 가중평균수익성지수(WAPI)의 적용을 통해 특징을 검토하였다. 또한, 평가 방법별의 경제적 효율과 사업 우선순위 를 동시에 고려한 경제성 최대화 곡선(Maximized Economy Curve, MEC)의 제안을 통해 각각의 평가방법을 잘 반영하는 결과를 구성할 수 있었다. 경제성 최대화 곡선은 경제성 평가 방법의 선정적인 측면과 최적 사업 우선 순위를 제시하였다는 점에서 의미가 있다고 판단된다.

영문 초록

This study compares and considers various economic evaluation methods for flood control and determines flood control priority. Economic evaluation is an essential factor to be considered in the establishment of flood control steps. It is also a way of reasonably analyzing the feasibility of a flood control project and the benefits for disaster prevention while determining the investment priorities of such projects. Therefore, it is necessary to project priority by selecting the economic evaluation method that meets the current condition and budget. For this purpose, this study constructed a database for twenty-eight cities and counties in Chungcheong province, using an improvement method. The characteristics were then examined and compared on the basis of three economic evaluations: Benefit/Cost (B/C), Net Present Value (NPV), Internal Rate of Return (IRR), and Weight Average Profit Index (WAPI). In addition, it was possible to arrive at a result that reflected each evaluation method well through the proposal of a Maximized Economy Curve (MEC), which accounts for both economic efficiency and the priority of flood control projects according to evaluation methods. The MEC is meaningful in that it presents the selection aspect of the economic evaluation method and the optimal business priority.
