국문 초록

이 연구는 1970년대 농촌마을을 배경으로 여성 새마을운동이 구체적으로 어떻게 전개되었으며, 어떤 사회문화적 특징을 지녔는지를 밝히는 데 목적을 둔다. 다시 말해, 이 연구는 그 당시 전통적 신분제 형태로 삶을 영위하였던 농촌여성들이 마을공동체의 의사결정에 어떤 과정을 거쳐 적극적으로 참여하게 되었으며, 이에 의해 신뢰와 네트워크로 대변되는 사회적 자본형성에 어떻게 이를 수 있었는지에 대해 파악한다. 이를 통해, 농촌여성 새마을운동이 종속적, 의존적 농경사회의 특성에서 벗어나 주체적, 능동적 산업사회로 나아가는데 핵심적 역할을 하였음을 밝힌다. 연구결과에 의하면 새마을운동은 농촌여성의 ‘참여’에 큰 영향을 준 것으로 나타났다. 이는 새마을교육의 효과로 잘살기 위한 노력에 남녀의 구분이 없음을 인지하면서부터 확대된 것으로 볼 수 있다. ‘신뢰’는 마을의 새마을협의회와 부녀회조직이 공적 조직으로 인정되면서부터 확대될 수 있었다. ‘네트워크’ 형성은 마을공동체 내ㆍ외부와의 인간관계의 확장을 모두 아우른다. 이런 점에서 볼 때 농촌여성들이 새마을운동에 본격적으로 참여하면서 신뢰에 토대한 마을공동체를 구축할 수 있었고, 그것은 나아가 지역사회 네트워크 형성에 중요한 발판을 제공할 수 있었다. 농촌여성 새마을운동이 어떤 과정으로 전개되었으며, 또 어떤 경제사회적 의의를 띠는지에 대한 우리의 논의는 그동안의 새마을관련 연구에 새로운 전망을 열어줄 수 있을 것이다.

영문 초록

The purpose of this study is to investigate how the women’s Saemaul Movement in the 1970s was concretely developed and what sociocultural characteristics it had. In othet words, in this study we are trying to comprehend how the rural women who lived under the traditional feudal system at that time enthusiastically participated in the village community’s decision making, and to explore the kind of process they went through to form the social capital which represents participation, trust and network. Through this study, we seek how the rural women’s Saemaul Movement got out of the subordinate and dependent characteristics of rural society and moved forward to an independent and active industrial society. According to the study’s result, the Saemaul Movement greatly influenced rural women’s participation. This could be started when one recognized that there was no distinction of age or gender between those who wanted to live well under the effects of Saemaul education. ‘Trust’ could be extended when the village’s conference and the women’s association were recognized as official organizations. ‘Network’ formation encompassed the human relations of inside and outside village community. In this respect, rural women participated in the Saemaul Movement in earnest by helping to build a village community based on trust. And this offers an important step in forming a network in a local community. These discussions of how the rural women’s Saemaul Movement developed and what social impact it had can provide a new perspective on the Saemaul research thus far.
