교육과정심의회의 기능 및 역할 재정립을 위한 일고찰

국문 초록

이 연구에서는 지금까지 교육과정심의회와 관련하여 제기된 문제 및 쟁점들을 법적 근거의 문제, 지위와 위상의 문제, 역할 문제, 위원 구성의 문제, 위원의 임기 문제 등 다섯 가지로 범주화하여 고찰하고, 교육과정심의회 기능 및 역할 재정립의 기본 방향을 설정한 후 그 구체적인 재정립 방안을 개략적으로 제시해 보았다. 교육과정심의회는 민주성(교육과정심의회의 조직과 운영은 민주적이어야 한다), 정치적 중립성(교육과정심의회를 포함하여 교육과정 개정 기관 및 기구는 정치적 중립성을 확보할 수 있어야 한다), 다양성(교육과정 개정 과정 전반에 걸쳐 다양성이 확보되어야 한다), 합리성(교육과정 개정 과정은 합리적이어야 한다), 투명성(교육과정 개정 과정은 투명하게 공개되어야 한다)이라는 원칙이 준수되는 방향으로 그 기능과 역할을 재정립하여야 한다. 이를 위한 구체적인 방안으로서, 첫째, 교육과정심의회를 교육과학기술부 산하 특별 독립기구로 승격 개편하고, 그 명칭 또한 오해의 여지를 없애기 위해 ‘국가교육과정위원회’(가칭)로 바꿀 필요가 있다. 둘째, ‘국가교육과정위원회’를 국가 교육과정 최고 위원회로 그 위상을 정립하고, 교육과학기술부 장관을 당연직 위원으로 참여시키며, 각계각층의 인사를 참여시킬 필요가 있다. 셋째, ‘국가교육과정위원회’ 운영을 지원하기 위해 교육과학기술부 산하에 사무조직을 두어 운영할 필요가 있다. 넷째, ‘국가교육과정위원회’의 법적 위상 정립을 위해 초·중등교육법 제23조의 개정을 추진할 필요가 있다.

영문 초록

This study examines the problems and controversy regarding the Curriculum Review Committee (CRC) categorizing them into five issues of the legal ground, rank and status, roles, composition, and the terms of the CRC. After determining fundamental principles to guide the reestablishment of the functions and roles of the CRC, this study also suggests more specific plans to do so in a broad perspective. The CRC should reestablish its functions and roles complying the five principles of democracy(the CRC s organization and operation should be democratic), political neutrality (the curriculum revision departments or institutes including the CRC should remain politically neutral), multiplicity (the curriculum revision process should embrace multiplicity), rationality (the curriculum revision process should be rational), and transparency (the curriculum revision process should be open to the public with transparency). More specific plans to do so are as follows: first, the CRC s status should be upgraded to a special independent institute under the Ministry of Education, Science and Technology and needs to be renamed to the National Curriculum Committee (NCC) to avoid misunderstanding; second, the NCC s status should be established as the number one national curriculum committee by including the Minister of Education, Science and Technology as its mandatory member and broadening its membership to all the spectrum of social status; third, there should be an administrative body under the Ministry of Education, Science, and Technology to support the operation of the NCC; and forth, the Elementary and Secondary Education Law, Article 23 should be revised in order to establish the legal status of the NCC.
