거대한 국가의 절멸된 공동체, 그리고 홀로 선 개인들

국문 초록

정치적 사안을 둘러싸고 의사표명을 위해 같은 공간을 점유한 개인들을 우리는 민중, 시민이라 불러왔다. 2016년 겨울 대의민주주의에 대한 신뢰가 땅에 떨어진 시점에 이를 회복하기 위해 거리로 나온 사람은 ‘주권자’이다. 이들을 통해 우리 사회는 현재 민주주의를 위한 새로운 주체를 기대하고 있다. 광장에 나온 새로운 주체는 그간 삼포ㆍ오포라 불린 ‘소외된 대중’이었다. 촛불의 힘이 국민의 승리라는 한국 민주주의사상 큰 성과에도 불구하고 새로운 주체로서 주권자는 곧바로 국가와 직면하는, 신자유주의 적 체제 전환 이후 파편화되어 온 개인들이다. 이제 우리는 생존과 관련한 기본권을 요구하고, 이를 해결하기 위해 연대하기보다 국가에 바로 요구해야 하는 상황이다. 문제 해결의 최종 종착점이 국가인 것은 지역 현안에서도 예외가 아니다. 오직 개인으로서만 국가에 요구하고 있는 현재의 상황은 개인의 삶의 버팀목이 되어온 공동체가 흔적도 없이 사라졌다는 것을 의미한다. 공동체는 개인의 생존을 위협하는 국가적 폭력을 방어하고 개인을 보호하는 보루로서, 혹은 개인의 일상이 순식간에 전환되는 시점에서 조차 삶의 근거, 가치로서 작용한다. 나는 누구와 나의 삶을 혹은 문제를 이야기할 것인가. 즉 개인의 입장을 정치적으로 공론화 할 수 있는 장을 회복해야 필요성은 우리가 촛불을 통해 새로운 공동체를 기대하고 열망하는 지금에 더욱 요구되고 있다. 따라서 본 연구는 현재 우리 사회의 공동체가 절멸되어 버린 상황을 국가 권력이 개인, 자치 조직을 통제ㆍ통치해 온 역사적 과정을 통해 살펴보고자 한다. 요약하면 국가는 다양한 방식으로 개인의 일상에 개입해 통제ㆍ통치 해 왔다. ‘홀로 된 개인’은 개인의 생존을 주변 이웃과 함께 공론화, 해결할 수 있는 장을 국가화하는 과정에서 만들어졌다. 오늘날에 이르러 촛불 주체는 국가가 개인을 통치하는 과정에서 탄생했지만 이전과는 다른 성격을 지니고 있다. 우리는 이제 혼자 광장에 나와도 전혀 어색하지 않는, 이 개인들로부터 새로운 공동체를 상상해야 할 지점에 서 있다.

영문 초록

Individuals that are possessing a same space to express their opinions on political matters are defined as the general public or citizens. In the Winter of 2016, it was the ‘sovereigns’ who came out to the street to recover the trust of representative democracy when it lost all faith of people. The society is expecting a new agent to lead the democracy of our society. The new agent who came out to the square was ‘isolated public’ that had been called as SampoㆍOpo. Also, during this period, the demonstration included many family-unit participants. These are ‘individuals’ who actively linked their daily lives with an enormous discourse such as impeachment. However, in these day, we can request for resolving the issues as individuals and the only counterpart of individuals is the nation. This study aims to examine the reality where only individuals and nation are left in the society through historical moments of government making interventions in individuals and communities. Chapter II examines how Japanese forces ruled Joseon people by luring the self-regulating organizations of Joseon people into their authority. Chapter III covers the creation of ‘compliant people’ based on administrative, educational and media systems reorganized in the modernization process and chapter IV examines the features of revolution that had been created by the system producing those compliant people. Chapter V deals with economic crisis, scattered individuals by losing the power of community after shift into neoliberalism, family as the minimal safety net, and traces of disappeared communities. Followed by politicalㆍeconomical changes of Korean society, the government has been interfering with individuals and communities with diverse methods. The government made people realize the ideology of a democratic society such as ‘democracy’, ‘freedom’, and ‘equality’, and it created the capabilities as a community. The ideologies of a democratic society are the basis of diverse and multi-dimensional identities of an individual. ‘Pure individuals’ have been scattered in the process of government power becoming enormous, but they cannot be persuaded by a single power. The new community should find possibilities from them.
