국문 초록

1972년 대홍수를 계기로 원주에서 결성된 재해대책사업위원회에 의해 수해를 입은 농촌과 광산지역을 대상으로 남한강유역수해복구사업이 전개되 었다. 이 글은 이 중 광산지역을 대상 으로 이루어진 장기구호사업을 신용협 동조합운동을 중심으로 연구한 것이다. 재해대책사업위원회가 주도한 광산 지역의 장기구호사업은 3단계로 구분 되어 추진된 구호사업 중 가장 핵심적인 비중을 가지고 추진된 것이다. 1970 년대 전반기 실시된 장기구호사업의 내용은 주로 광산노동자들의 생산소득 사업과 광부들이 참여한 협동조직체에 대해 지원한다는 기본원칙에 의거하여 16개 탄광지부와 2개단체를 대상으로 축산사업과 국수공장사업, 노동금고및 신협사업과 소비조합사업 등이 전개되었던 것이다. 광산지역 장기구호사업은 기본적으로 협동조합운동을 지향하면서 추진되 었다. 1977년 중반기를 넘어서면서 장기구호사업은 이전 시기의 구호사업적 성격에서 벗어나 탄광지역에서 각 노조지부를 중심으로 신협과 그 부대사 업으로 소비조합을 결성 운영하도록 하는 방향으로 나아갔다. 그러나 유신 체제 하 탄광지대의 노동운동이 위축 되어 있는 상황과 정부의 감시 및 탄압 속에서 재해대책사업위원회의 장기구 호사업은 일정하게 굴절되면서 전개되 었다. 그럼에도 재해대책사업위원회와 광산지역의 노조 및 신협지도자들이 주도한 협동조합운동에 기반한 장기구 호사업은 활발하게 추진될 수 있었으 며, 1970년대 탄광노조의 민주화와 노동운동에도 일정하게 영향을 미치며 전개될 수 있었다.

영문 초록

This study focuses on analyzing the “Long Lasting Relief Program” in mining areas in the restoration program for flood of Namhan River basin (agricultural and mine districts) by the Relief and Rehabilitation Committee in Won-ju in the 1970s. In early 1973, the Relief and Rehabilitation Committee in Won-ju started the long lasting relief program in the mining areas, financed by Deutsch Caritas, with the supporting principles of making miners more economically self-reliant, independent, and cooperative. As a result, the long lasting relief program, operating a livestock project, a noodle factory project, various types of credit associations project, and a consumers cooperatives project was in relation with 18,729 miners in 16 trade unions. Two community groups organized many workers funds or credit unions in the 1970s. From 1973, credit unions set up funds with either financial aid from the Relief and Rehabilitation Committee or their own money, and began to give the people low-interest loans to free them from money-lenders, thereby solving the chronic practice of usury in the mining villages. From 1977, consumers cooperatives were promoted in credit unions financed by Misereor. Although the two activities in trade union and economic cooperation should be closely connected or harmonized, Korean workers used to lay much stress on trade union but little on economic activities, compared to other advanced nations with a long history of labor movements. They realized the importance of cooperation in their consuming life by its natural results and through various formation and practice they now actively participate in their cooperatives. Most of those social activities done by Relief and Rehabilitation Committees were suppressed as anti-government campaigns, and even the credit unions, which have cooperated with the Won-ju Diocese, were disregarded as anti-government organs and oppressed. The authorities concerned put much pressure on trade union or enterprisers to transform their credit unions into village funds sponsored by the government. However, as most local leaders overcame difficulties in clever and cooperative efforts, a foundation for the cooperatives in credit business could be put in the mining areas.
