국문 초록

항만공간에 요구되는 역할이 다양해졌다. 전통적인 항만물류의 거점 역할을 시작으로, 해양레저산업의 거점 역할, 환경오염을 절감시키는 노력도 요구된다. 본 연구에서는 기존의 주된 항만이용자를 대상으로 항만의 역할변화와 항만정책성과에 대한 인식을 조사하여 항만운영자와 이용자의 인식차이를 검증하고자 한다. 검증결과를 바탕으로 향후 우리나라 항만의 발전방향을 제안하는데 궁극적인 목적이 있다. 설문조사를 토대로 항만이용자와 운영자 집단 간 항만의 역할과 항만정책성과에 대한 인식차이를 분석한 결과 항만이용자 집단은 항만의 전통적인 물류거점 역할 관점에서 항만을 바라보고 있는 반면 항만운영자 집단은 항만물류산업 자체의 중요성과 항만공간의 변화된 수요에 대한 대응을 함께 고려하는 것으로 나타났다. 우리나라 항만정책의 성과에 대해서도 항만이용자보다는 항만운영자가 상대적으로 좋은 효과가 있는 것으로 인식하는 것으로 나타났다. 분석결과를 토대로 항만이용자와 운영자 간 항만의 역할, 정책성과에 대한 인식차이가 존재한다는 것은 항만정책수립 및 운영전략 발굴 시 이용자의 입장을 반영할 필요가 있다.

영문 초록

Purpose : The role required for the port space has diversified. Basically, it is required to serve as a logistics hub in the port space. In recent years, port space is required to serve as a base for marine tourism and reduce environmental pollution as a green port. In this study, we try to verify the difference of port operators and users perceptions about the role of ports and the effectiveness of port policies. The purpose of this study is to propose the development direction of Korean ports. Research design, data, methodology : The research model was set up based on literature review. The port users group was set up as shipping companies, global logistics providers, terminal operators, freight forwarders, shippers and related organizations. The port operator group consisted of 59 port operators and 4 port authorities. The recognition difference test was conducted through reliability analysis, factor analysis and T-test by SPSS 23.0. Results and Conclusions : The results of analyzing the recognition differences of port roles and port policies performance between port users and operators were as follows. The port users were looking at the port role in terms of the traditional logistics hub. On the other hand, the port operators consider the importance of the port logistics industry itself and the response to the changing demands of the port space. It is also shown that port operators perceive relatively good effects on the performance of Korean port policies rather than port users.
