국문 초록

빈곤문제에 대한 학문적, 정책적 접근은 지난 세기동안 지속적으로 이루어져 왔으나, 연구와 제도의 대상으로서의 빈곤은 모양만 달리할 뿐, 개선될 조짐을 별로 보이지 않고 있다. 이 글에서는 빈곤문제 해결을 위한 정책들이 관료제적 제도로서의 논리와 한계로 인해 문제의 본질을 포괄적으로 다루지 못한다는 점을 강조한다. 이 글은 빈곤문제를 포함하는 사회문제들에 대한 제도주의적 대응이 제도 자체에 대한 개인과 가족의 의존을 심화시키며, 그 결과, 문제해결을 위한 사적 영역의 내재적 역량을 해체시킬 수 있다는 점을 지적하고자 하였다. 이 글에서는 제도화된 빈곤정책이 화폐소득의 결핍을 빈곤문제의 핵심요소로 정의함으로써 빈곤문제의 다면성과 다차원성을 충분히 고려하지 못하고 있다는 점을 비판한다. 빈곤문제를 포함한 사회문제에 대한 제도주의적 접근은 논리실증주의적 인식론을 기반으로, 사회문제를 서비스에 대한 욕구로 치환하며, 따라서 서비스에 대한 욕구충족을 문제의 해결로 인식하는 오류를 범할 가능성이 있다. 이 글은 복지국가의 빈곤정책이 문제 해결에 있어 개인과 가족의 생산력, 지역사회 내에서의 상호의존성, 그리고, 사회문제 예방과 해결에 대한 개인과 가족의 권력을 적극적으로 고려해야 함을 시사한다.

영문 초록

While academic and political approaches against poverty problems have been taken during the last century, the problems look unlikely mitigated or relieved. This article stresses that policy measures as bureaucratized institutions do not touch the true nature of the poverty problems due to the logics and limitations of institutionalization. The author tries to point out the possibility of individuals and families over-dependence on the institutions themselves, and consequently of dissociation of intrinsic capabilities of informal and private spheres on corresponding the problems which are caused by the institutional arrangements against the social problems including the poverty. Institutionalized poverty policies are criticized for failing considering multifacetedness and multidimensionality of poverty by defining the poverty just as short of cash income. Since the institutionalized approaches to social problems are based upon the logical-positivistic epistemology, they tend to replace the social problems with the service needs and, as a result, tend to err to recognize the satisfaction of the needs as the resolution of the problems. This article suggests that welfare state s poverty policies should take account of maintaining and increasing productive capacities of individuals and families, interdependence within the communities, and power of individuals and families on their own situations.
