국문 초록

본 연구는 한국 자활사업 활성화 방안을 도출하고자 이루어졌다. 이러한 목적달성을 위해 2000년부터 2013년까지의 자활사업 지침 내용을 분석하였고, 36명의 자활사업 실무자를 대상으로 두 번에 걸친 설문조사를 실시하였다. 구체적인 문항을 구성하고 분석하기 위해서 델파이 조사방법을 사용하였으며 내용타당도 검정을 실시하였다. 분석결과 다음과 같은 정책적 함의가 도출되었다. 먼저 현재의 지역자활센터 영세성을 극복하기 위한 대안이 필요하고, 고용노동부와 보건복지부간의 역할에 대한 조정이 필요하다. 또한 근로능력이 미약한 참여자들을 위한 자활사업이 더 많이 필요하며 자활사업은 빈곤계층에 대한 투자라는 인식이 이루어져야 하겠다. 마지막으로 자활사업에 대한 장기적 관점의 계획이 수립 될 필요가 있다.

영문 초록

This study aims to identify strategies to implement and enhance the Korean self-sufficiency program. For this purpose the analysis of the guidelines for self-sufficiency program from 2000 to 2013 was carried out and this is followed by 2 rounds of survey on the system with a panel of 36 experts who work in the self sufficiency program agency. Delphi method was applied to specify components and constituting items of their opinions and then a content validity study was conducted. Policy implications derived from the study are as follows. First. many self sufficiency centers are run on a small scale, which makes it challenging for them to have more social leverage. Alternatives to better this situation should be proposed. Second, there is a need for greater coordination between the department of labor and the department of welfare. Third, more programs need to be devised for those who don t have the ability to work. Finally, we should raise the awareness that the self sufficiency program is indispensable investment for the poor and the long term plan is required.
