국문 초록

본 연구에서는 선진 복지국가에서 노동시장의 구조와 연금제도의 형태가 노인의 소득안정성에 어떠한 영향을 미쳤는지를 파악하는데 목적을 두고 있다. 서구 선진복지국가들은 탈산업화 및 세계화의 영향으로 노동시장에 급속한 변화가 나타났으며, 고용불안정성이 증가하였다. 이에따라 나타난 연금개혁은 유사하기보다는 각자의 맥락에 맞추어 상이한 방향으로 나타났으며, 결과도 다르게 나타났다. 이러한 맥락에서 왜 일부 국가에서는 연금제도가 좋은 성과를 산출하고 혹은 산출하지 않는지를 노인빈곤을 중심으로 연구하고자 한다. 연구 결과를 바탕으로 한국에 주는 함의를 살펴봄으로서 한국의 연금정책에 정책적 제언을 하는 것은 또 다른 본 연구의 목적이다. 이를 위해서 2장에서는 연금제도와 노동시장 간의 관계에 대해서 이론적으로 고찰을 하고자 한다. 3장에서는 비교적 관점에서 노후소득과 노동시장의 변화를 선진 복지국가들을 중심으로 살펴보고, 퍼지셋질적비교분석(fuzzy-set/qualitative comparative analysis) 방법론을 통해서 노후소득불안정에 미친 요인들의 결합을 분석하고자 한다. 마지막으로, 연구결과에 대한 논의와 함께 정책적 함의를 도출할 것이다.

영문 초록

This paper aims to analyze the combinational effects of different structures of labour markets and different types of pension system on the economic security of old-age. In OECD countries, it is commonly found that the stability of the labor markets and employment security have been significantly undermined in line with de-industrialization and globalization. While public pensions have been restructured accordingly in these countries, however, the outputs and the outcomes of pension reforms have been highly different. In this context, this study tries to answer why some pension reforms produced better performances than others. Old-age poverty will be used as a proxy measure representing the performance of the economic security of old-age. In so doing, the second chapter provides a theoretical review of the relationship between public pensions and the labor markets. In the third chapter, changes of public pensions and the labor markets in advanced welfare states are examined and compared. Also, using the fuzzy-set/qualitative comparative analysis, it analyzes combinational causes to produce the economic insecurity of old-age. Finally, policy implications are proposed for future pension reforms in South Korea.
