영문 초록

This study aims to investigate the conflict issues and future policies of Harbor Redevelopment by conducting an in-depth case study of Incheon Inner Harbor, one of the most important international trading port for last 40 years in South Korea. As a result, this study found four conflict issues of Incheon Inner Harbor redevelopment; 1) key roles of harbor development actors, 2) key goals of future development, 3) key development ways of harbor areas, and 4) re-opening time schedule of harbor waterfront for citizen. In addition, this study identified four key development policies of future harbor redevelopment as follows. First, it is essential to establish an integrated official development policy and masterplan, covering harbor site and old downtown area as well. Second, local government should be act as a key actor of future harbor redevelopment, resolving conflicts issues among governments, local citizens and harbor industries. Third, as a staring point, it is crucial to restore faith between citizen groups and government agencies for pursuing sustainable harbor redevelopment. Finally, collaborative governance system should be established and consistent efforts are essential to build up various actors s faith in harbor redevelopment.
