영문 초록

Over 100㎢ of Public waters of Incheon City had been reclaimed after the opening of a port in 1883 until the 90s. Futhermore, large scale reclamation of public waters in many areas such as Song-do district associated with the development project of Free Economic Zone is currently still being continued. However, there are pros and cons in the development projects through the public waters reclamation due to the concern about the environmental damage and the effectiveness of development existed in the other side of those developments, and continued to bring conflicts between stakeholders in the development processes. Environmental impact assessment system has been introduced and implemented in order to lead environmental friendly development but it turns out to be difficult in conducting systematic environmental impact assessment and limited in inducing environmental friendly development due to the nature of reclamation projects conducted complexly with various development projects over a long period of time. Therefore, this research is focused on extracting environmental assessment index through analyzing environmental impact assessment overall the public waters reclamation projects after 1990 based on the Song-do International City development project and then establishing them through survey from experts, for the purpose of using them as the assessment index for inducing systematic and environmental friendly development in a large scale reclamation project. As the result of research, various indexes have been established for the different items such as the size of mud flat destroyed, protection of costal line, seperated distance between coast and building, environmental infrastructure facilities, and secure of green space, and used to quantitatively analyze environmental development through reevaluating the case of current development plan and extract environmental review factors.
