국문 초록

본 연구는 대학 재정지원정책과 관련된 제반 문제에 대한 이해를 바탕으로 다차원 분석모형을 적용하여 학부교육 선도대학 육성사업(이하 ACE사업)에 대한 정책분석을 실시하였다. 분석 결과는 첫째, ACE사업은 대학의 책무성을 바탕으로 자율성과 효율성을 추구한 교육역량강화사업의 가치를 계승하며, 각 대학마다의 특성화된 모델과 발전계획을 통해 다양성과 효과성을 추구해왔고, 정책 성숙기인 현재 창의성 추구를 통한 고등교육 혁신을 추진 중이다. 둘째, ACE사업은 정부 재정지원 사업정책으로서 대학구조개혁 정책과정에서 대학 교육역량의 질적 수준을 제고하기 위한 정책 수단으로서 의미를 가지며, 학부교육 선도모델 창출의 목표가 핵심이라는 점에서 대학구조개혁과 연계되면서도 구분될 필요가 있음을 확인하였다. 셋째. ACE사업은 학부교육 선진화를 위한 효율적인 정책으로 평가되지만, 비선정대학들은 재정지원 사업이 심화시킨 교육 양극화의 그늘에서 다양한 어려움에 직면하며 진보된 성과확산을 요구하고 있다. 넷째, ACE사업은 재정실적 면에서 교육과정 및 교육환경개선에 집중 지원되어 대학 교육역량 강화의 성과를 정책 의도에 부합되게 달성하였고, 특히 비교과 교육의 전문성과 효율성이 강화된 것으로 분석된다. 향후 ACE사업의 과제는 첫째, ACE사업의 미래는 4차 산업혁명 시대를 준비하는 의미가 포함되어야 하며, 고등교육의 역할과 기능을 보다 창의적으로 수행할 수 있는 교육방법과 교육환경 혁신에 초점이 맞추어져야 할 것이다. 둘째, ACE사업의 결실인 대학 비교과 교육과정에 대한 정부 행정 관료나 대학 구성원들의 인식 개선이 요구된다. 셋째, 향후에는 선택과 집중의 원칙을 유지하되 평등성의 가치도 보다 고려되어야 할 것이다.

영문 초록

Based on the understanding of various problems related to university financial support policy, this study applied policy analysis of ACE project by applying multidimensional analysis model. The results of the analysis are as follows: First, the ACE project inherits the value of the educational capacity building project that pursues autonomy and efficiency based on the university s accountability. It has pursued diversity and effectiveness through specialized models and development plans for each university. Currently, we are pursuing innovation in higher education through pursuing creativity. Second, the ACE project has a meaning as a policy tool to raise the quality level of university education capacity in the university reform policy process as the government financial support project policy. It is necessary to distinguish them. Third, although the ACE program is evaluated as an effective policy for the advancement of undergraduate education, the non-selected universities are facing various difficulties in the shadow of the educational polarization that has deepened financial support projects and demand progressive achievement. Fourth, the ACE project has been focused on improving the curriculum and educational environment in terms of financial performance, so that the accomplishment of the university education capacity has been achieved in accordance with the policy intention. Especially, the expertise and efficiency of non-curriculum education are strengthened. The future of the ACE project should be as follows: First, the future of the ACE project should include preparation for the fourth industrial revolution era, focusing on education methods and educational environment innovation that can more creatively carry out roles and functions of higher education. Second, it is necessary to improve the perception of the government administrative bureaucrats and university members on the non-curriculum education that is fruitful of the ACE business. Third, in the future, the principle of selection and concentration should be maintained, but the value of equality should also be considered.
